The Russian aggression on Ukraine has drastically altered the migration situation in Central and Eastern Europe (CEE), drawing international attention. Despite numerous global studies on individuals seeking refuge, CEE remains underresearched. This book details the recent, lesser-known experiences of countless forced migrants who arrived there. Given the pivotal role of information and telecommunication technologies (ICTs) for both migrants and host societies, the book explores the intersection of ICTs and forced migration. With this in mind, the book focuses on Poland, Czechia, Slovakia, and Hungary, and uses comprehensive research and robust qualitative methods to demonstrate how these countries are emerging as New Immigration Destinations and handling the influx of Ukrainians. Contributions from economists, sociologists, and political scientists provide a thorough examination of how Ukrainian forced migrants navigate their lives using modern technologies, as well as their impact on these technologies. Essential reading for academics, policymakers, and professionals in the fields of migration studies, digital governance, and European affairs, this book uniquely highlights the vital role of ICTs in migration decisions, journeys, settlement, and integration. It provides a balanced mix of theoretical analysis and practical insights, helping readers comprehend the interplay between ICTs and migration. Readers will obtain a better understanding of the challenges and opportunities that digital technologies bring in facilitating and regulating forced migration in this part of Europe.

amount of new knowledge every day. We have to acknowledge that even the smartest people among us are incapable of familiarizing himself with all these new data. Fortunately, we are only required to deal with a very small amount of that vast number in our work and life. As those who devote himself to the field of information technology and management engineering, I sincerely believe that it is our responsibility to make efforts to accelerate the advance of science in such fields. The 2014 international Conference on Information Technology and Management Engineering, thanks to the hard work of its committee, will be held on April 26 and 27 in Hong Kong. The ITME2014 covers a wide range of topics such as network protocols, information theory and coding theory, network security, management theory, project management, public management, knowledge management etc. It is a great honor to us that numerous people from various countries, including many famous experts and excellent researchers, have shown their interest in this convention and submitted their latest studies to us as their support. Among these studies, we have selected about a hundred to be finally included in this proceeding after reviewing and discussing. We believe that this collection of work will be of great value not only to the participants of ITME2014, but also to those who has a chance of meeting it. The publication of this conference proceedings and the successful opening of ITME2014 owe its credit to a lot of people and institutions, especially the ITME2014 committee, the editors and DEStech Publications. The committee has devoted much time to reviewing the papers submitted to ITME2014, and DEStech Publications publishing those accepted papers. I would like to thank the committee and the press deeply here for their support to ITME2014 and I am eagerly looking forward to another chance for us to be a team again. Finally, let’s wish together that the 2014 International Conference on Information Technology

The Economics of Labor Migration: A Behavioral Analysis presents an in-depth study of the various factors and conditions that lead to a worker's decision to migrate. The book applies theoretical and empirical procedures to the analysis and comprehension of the labor migration phenomenon. The text is organized in that the first chapter provides an introduction of the subject and an overview and outline of the study. Chapter 2 reviews previous studies on the determinants of interregional migration and geographic mobility. In Chapter 3, a theoretical behavioral model of the migration decision is developed. The judgments used in developing a data base suitable for estimation purposes and the aggregate characteristics of the sample of workers are presented in Chapter 4. The fifth chapter discusses the estimation results. Chapter 6 evaluates the data using collinearity diagnostics that identify sources of collinearity. The final chapter gives a summary of the study, recommendations for further research, and an assessment of the migration policy in the United States. Demographers, economists, sociologists, employers, and government administrators will find the book invaluable.

Paving the Way for an Open Service Market We live in an age when powerful communications technology is becoming available to everyone. From our home we can send and receive not only analogue voice, but also growing volumes of digital information and even intelligence in the form of agents. We are becoming increasingly mobile and are expecting the same level of connectivity in the home, in the office, and on the road. The regulatory and commercial environment in which we communicate is changing. The telecommunications market is becoming increasingly competitive. The Internet is erasing the borders between information technology and telecommunications. And the way we do business is ever more dominated by electronic exchanges of information. Is our technology ready for the open market of networks and services? Can we manage the growing complexity of computing and telecommunications technology and place it at the service of the people? The challenge for the research community is to develop the tools and techniques that will ultimately bring the full power of communications and information to everyone, in a way that everyone can easily use. The Sixth International Conference on Intelligence in Services and Networks (IS&N’99) is all about technology for paving the way to the open services market. Since the first IS&N conference in 1992 the focus of the IS&N program has continually shifted. We see existing technologies maturing while new ones emerge, but the bottom line has always been putting technology at the service of the people.
