The book contains contributions from thirteen distinguished moral and political philosophers on the subject of children. These are new essays and are devoted to a subject that until recently has not been extensively discussed by philosophers. Too often philosophers restrict themselves to the consideration only of the relations between adults. Yet the topic of children is an important one for moral and political philosophy. Recent years have seen an increased concern with the needs and interests of young people. The United Nations Convention on the Rights of the Child which accords a wide range of fundamental rights to children was adopted in 1989 and many states have subsequently ratified the Convention. In this context it is timely and appropriate to ask various questions. If children do not have rights what exactly is their moral status? If they do have rights do they have all the rights that adults have? What rights if any do parents have over children and what is their justification? What duties do parents have towards their own children and towards others in society? How should we educate those who will be the future citizens and workers of our society? What values and what dispositions of character is it appropriate to instil in children? Is the family an obstacle to the realisation of full social justice? By exploring how children and their families became unprecedented objects of governmental policy in the early decades of France's Third Republic, Sylvia Schafer offers a fresh perspective on the self-fashioning of a new governmental order. In the aftermath of the Franco-Prussian War, social reformers claimed that children were increasingly the victims of their parents' immorality. Schafer examines how government officials codified these claims in the period between 1871 and 1914 and made the moral status of the family the focus of new kinds of legislative, juridical, and administrative action. Although the debate on moral danger in the family helped to articulate the young republic's claim to moral authority in the metaphors of parenthood, the definition of "moral endangerment" remained ambiguous. Schafer shows how public authorities reshaped their agenda and varied their remedies as their schemes for protecting morally endangered children broke down under the enduring weight of this ambiguity. Are children of equal, lesser, or perhaps even greater moral importance than adults? This work of applied moral philosophy develops a comprehensive account of how adults as moral agents ascribe moral status to beings - ourselves and others - and on the basis of that account identifies multiple criteria for having moral status. It argues that proper application of those criteria should lead us to treat children as of greater moral importance than adults. This conclusion presents a basis for critiquing existing social practices, many of which implicitly presuppose that children occupy an inferior status, and for suggesting how government policy, law, and social life might be different if it reflected an assumption that children are actually of superior status.
