Statistics are often seen as simple, straightforward, and objective descriptions of society. However, what we choose to count, what we choose not to count, who does the counting, and the categories and values we choose to apply when counting, matter. This volume addresses the ways in which statistics and numbers are gathered and applied in social science research. The contributors argue that we must become more aware of the power and the limitations of statistics. Learning statistics needs to be about more than simply mastering the techniques of using the tool; it needs to also be about learning the dangers of that tool and learning to control it within social and ethical bounds. These dangers lie in the routines through which statistics are applied; the discourses from which they emerge and into which they are deployed; the power relations created by those discourses; and the assumptions, meanings, and categories statistics carry with them in those discourses. This book examines the changing role of statistics in institutional reform in Turkey, and the unanticipated ways in which such changes transform livelihoods as well. Turkish agriculture is undergoing its most profound transformation since the establishment of the Republic in the 1920s. Seemingly minor technical adjustments in farmers’ reporting requirements and practices to collect better data on agriculture for statistics are also having a rapid and massive effect on farmers’ practices and livelihoods. The attempt to understand agriculture in Turkey in new ways is changing agriculture itself. The relationship between statistics and social and natural phenomena is thus performative, and such performativity undergirds a great deal of socio-technical change in the world. Drawing on fieldwork in Turkey with statisticians, farmers and agricultural extension technicians, the book shows how alongside deliberation about reforms, it is in and through this performativity that much of the work of institutional commensuration actually happens.

The use of indicators as a technique of global governance is increasing rapidly. Major examples include the World Bank's Doing Business Indicators, the World Bank's Good Governance and Rule of Law indicators, the Millennium Development Goals, and the indicators produced by Transparency International. Human rights indicators are being developed in the UN and regional and advocacy organizations. The burgeoning production and use of indicators has not, however, been accompanied by systematic comparative study of, or reflection on, the implications, possibilities, and pitfalls of this practice. This book furthers the study of these issues by examining the production and history of indicators, as well as relationships between the producers, users, subjects, and audiences of indicators. It also explores the creation, use, and effects of indicators as forms of knowledge and as mechanisms of making and implementing decisions in global governance. This book examines in detail the state of the art on census taking to spark a more vivid debate on what some may see as a rather technical – and hence uncontroversial – field of inquiry.
