Ideally, the police force should be the defender of the weak, protector of the innocent and advocate of human rights. However, for more than two (2) decades now, the Philippine National Police has been in the limelight for so many wrong doings committed by its members. Hence the perennial problem of the cops getting involved in a robbery, hold-ups, drugs, extortion, and kidnapping should be addressed. Otherwise there will be an erosion of public trust in our police force. It is herculean job to perform the entire police force from top to bottom. There is hope though that the PNP will be reformed as long as we have the right leaders who could implement it. The mission of the PNP to enforce the law, prevent and control crimes, maintain peace as well as ensure public safety, and internal security with the active support of the community, would then be carried out. This study analyzes the recruitment and discipline systems of the police force under R.A. 6975. It looked into the present recruitment system and correlate this system with dysfunctions committed by the police force. Likewise, it looked into the Disciplinary System in the PNP and analyzed how the disciplinary powers are exercised by its disciplinary authorities. This study will be beneficial to the Filipino people. We could have an effective, credible and capable police force working together with the community in resolving problems and making this country a safe place to live, work, and do business. Furthermore, the conclusions of this study will guide our legislators, policy makers and the PNP leadership to find a solution to the existing problems in the police force. Lastly, the Philippines as a nation will be very progressive economically and peace would reign, if our police force could carry out its assigned responsibility for public safety, protection of lives and property, enforcement of laws and maintenance of peace and order throughout the nation. Findings here reveal that there is a need of an enhanced and standardized recruitment program in the PNP. The ranking system should be implemented in order to get the best and the brightest police officers. It must be based on merit and fitness and not because of the endorsement of politicians. There should be an intense background investigation on the applicants to make sure that the new entries have no derogatory records and no behavioral problems. Likewise, the Personnel Discipline Program sholud be strenghtened.

This study was anchored on the idea of implementing the "My Brother's Keeper" Squad system in the Philippine National Police as an Internal Cleansing Strategy that aims to prevent police abuses and to identify and weed out defiant PNP personnel, particularly those who are engaged in illegal activities, and impose corrective and punitive measures. It also aims to instill in all PNP personnel a strong sense of commitment, dedication, and responsibility to police work geared towards a Godcentered, service oriented and family-based life. This study attempted to know the effects of implementing the "My Brother's Keeper" squad system to the PNP Personnel of the Hagonoy Municipal Police Station as a corrective strategy for erring PNP personnel. The study adopted an action research and also used descriptive qualitative research designs to picture the effects and challenges of the PNP Personnel in the implementation of such internal cleansing strategy of the PNP. Upon the analysis of this study, there are two themes developed in the implementation of "My Brother's Keeper" squad system in the Philippine National Police: (1) God-centered; and (2) Service-Oriented. The result of the study implied a clear indication that the Squad system emphasizes values formation, spiritual development and strengthening its commitment of its personnel to their profession, however, for every system implemented, it also have challenges to face on. This study also identified some challenges to improve: there are no sufficient time to internalize, no proper venue to conduct the session and hesitations to share that may lead to misunderstanding or conflict of belief/faith.
