How public land has been stolen from us. Much has been written about Britain's trailblazing post-1970s privatization program, but the biggest privatization of them all has until now escaped scrutiny: the privatization of land. Since Margaret Thatcher took power in 1979, and hidden from the public eye, about 10 per cent of the entire British land mass, including some of its most valuable real estate, has passed from public to private hands. Forest land, defence land, health service land and above all else local authority land- for farming and school sports, for recreation and housing - has been sold off en masse. Why? How? And with what social, economic and political consequences? The New Enclosure provides the first ever study of this profoundly significant phenomenon, situating it as a centrepiece of neoliberalism in Britain and as a successor programme to the original eighteenth-century enclosures. This collection explores the complex dynamics of corporate land deals from a broad agrarian political economy perspective, with a special focus on the implications for property and labour regimes, labour processes and structures of accumulation. This involves looking at ways in which existing patterns of rural social differentiation – in terms of class, gender, ethnicity and generation – are being shaped by changes in land use and property relations, as well as by the re-organization of production and exchange as rural communities and resources are incorporated into global commodity chains. It goes further than the descriptive ‘what’ and ‘who’ questions, in order to understand the ‘how’ and ‘why’ of these patterns. It is empirically solid and theoretically sophisticated, making it a robust and boundary-changing work. Contributors come from various scholarly disciplines. A call to transform the way we think about property, this book examines how capitalism has from its origins sought to enclose or privatize the commons, or land and other forms of property that had been viewed as communally owned, and argues that neoliberal economic policies and the corporate takeovers of urban spaces, prisons, schools, the mass media, farms, and natural resources have failed to serve the public interest. A study of corporate globalization and the continuation of empire after the era of political decolonization, it begins with the fencing of the West starting in the 1870s, and moves to examine recent phenomena such as urbanization, mass incarceration, financialization, and the treatment of people as commodities in the context of the longue durée of land enclosures, empire, and capitalism. Gary Fields examines the dispossession of Palestinians from their land—and Israel’s rationale for seizing control of Palestinian land—in the contexts of a broad historical analysis of power and space and of an enduring discourse about land improvement. Focusing on the English enclosures (which eradicated access to common land across the English countryside), Amerindian dispossession in colonial America, and Palestinian land loss, Fields shows how exclusionary landscapes have emerged across time and geography. Evidence that the same moral, legal, and cartographic arguments were used by enclosers of land in very different historical environments challenges Israel’s current claim that it is uniquely beleaguered. Enclosure—the conversion of peasants' commonly held lands to privately owned pasture—has long been considered a critical stage in the transition from feudalism to capitalism. This book is the first, however, to treat in detail the literary and cultural implications of enclosure in early modern England. Bringing together the work of both senior and younger scholars who represent a wide range of critical orientations, Enclosure Acts focuses not only on the historical fact of land enclosure, but also on the symbolic containment of sexuality in Elizabethan and Jacobean literary works. The first type of enclosure frequently has been treated by materialists and new historicists; feminists and theorists concerned with issues of gender have tended to concentrate on the second. The fourteen essays collected here explore the relationships between these two ways of perceiving enclosure in the context of cultural studies. Individual chapters examine the creation of territorial and social boundaries as well as the consequences of enclosure acts.

2001 CHOICE Outstanding Academic Title Exploring Old English texts ranging from Beowulf to Ælfric's Lives of Saints, this book examines ways that women's monastic, material, and devotional practices in Anglo-Saxon England shaped literary representations of women and femininity. Horner argues that these representations derive from a "discourse" of female monastic enclosure, based on the increasingly strict rules of cloistered confinement that regulated the female religious body in the early Middle Ages. She shows that the female subjects of much Old English literature are enclosed by many layers—literal and figurative, textual, material, discursive, spatial—all of which image and reinforce the powerful institutions imposed by the Church on the female body. Though it has long been recognized that medieval religious women were enclosed, and that virginity was highly valued, this book is the first to consider the interrelationships of these two positions—that is, how the material practices of female monasticism inform the textual operations of Old English literature.
