The New European Community is the first systematic, book-length discussion of the major political institutions of the European Community (EC) after the transformation of the 1987 Single European Act, itself a surprise and a mystery whose effects are unraveled here.Professors Keohane and Hoffmann open the volume by placing the evolution of the new European Community into broad, theoretical perspective. Their expert contributors?including highly regarded international scholars, a judge of the European Court of Justice, and a long-term British politician?present engaging overviews of the process at work in major EC events and institutions. The centerpiece of the volume, Peter Ludlow's chapter on the European Commission, lays out all of the systems and actors in the emerging EC and shows their direct connection with problems of Community development and integration.Filled with examples, illustrations, anecdotes, and valuable data, The New European Community will be indispensable for all students and scholars of international relations and European studies as well as for those in business and government who want to understand the European Community before and beyond 1992.

Europe 1992, the market integration of the twelve European Community (EC) member states, has attracted widespread attention as an economic project of enormous importance. But though journalists and scholars have focused much attention on the economic aspects of Europe 1992, the program's impact on the governance of the EC has been largely ignored—even though the creation of a single market is intimately linked to changes in governance. With each member state having a very different institutional structure, the variation within the EC is far greater than that found in federations such as the United States. Though this variety adds to the complexity of consensus building among the members, it allows effective representation of diverse national interests and needs, thus making the EC a very strong, competitive force. To negotiate effectively with this "new" Community, international policymakers will need a greater understanding of how the EC will operate in the wake of the Maastricht Summit. Euro-Politics examines various aspects of the institutional dynamics of the EC and offers important insight into policy making within the Community. David Cameron discusses the origin of the 1992 program and examines the role of the nation-state in the Community. Guy Peters surveys the "political" and executive institutions, while Martin Shapiro discusses the European Court of Justice and the evolution of judicial review within the Community. John Woolley examines the European Monetary System and the movement toward the "EuroFed," Gary Marks studies the importance of the Regional Funds for both the EC and selected member states, and Peter Lange discusses the Social Charter and its implications for both employers and unions. Alberta Sbragia concludes with an analysis of institutional dynamics and policymaking with the Community in light of the new questions they raise for traditional notions of governance.

A historically and theoretically informed examination of the EU's engagement in Central and Eastern Europe since 1989, the book combines conceptual rigour with clear empirical analysis, firmly grounding the study of the European Union's current enlargement process in established theoretical perspectives. The book is written in an engaging and accessible way, which will appeal to academics, students and practitioners alike.

The European Union and European identity were until recently the objects of separate branches of scholarship and inquiry. With the entry of Central and Eastern European members into the EU, it has become clear that the future of the European Union can no longer be considered in isolation from the future of European identity. Taking Jürgen Habermas's plea for a European constitution and a normative foundation for the European Union as its starting point, this volume brings together the ideas of distinguished scholars in philosophy, political science, sociology, history, law and theology in order to address the shifting relationship between constitutionality, political culture, history and collective identity. The book argues that the future shape of Europe will not only result from external processes of globalisation but from the interaction between these social spheres within Europe.

Originating from a range of nationalities and ethnic groups, the contributors to this volume focus on cultural and social processes of
