Addictions have increased markedly in contemporary societies over the past decades. As well as widely acknowledged issues surrounding illegal substance addictions, there are increasing numbers of problems related to behavioural addictions such as the use of legal substances such as antidepressants and amphetamines. These addictions are concerning for a range of public policy fields, not least, public health and social cohesion. As a result, cohesive governance of addictive substances and behaviours is paramount to future public policy. This book is based on the findings of a five year, multidisciplinary project (Addictions and Lifestyles in Contemporary Europe - Reframing Addictions Project) studying the pace and impact of addictions in Europe, and is the concluding volume in the Governance of Addictive Substances and Behaviours series. Authored by 11 leading figures in the fields of public health, psychology, sociology, psychiatry, addiction studies, epidemiology, and social and public policy, the book takes a truly comprehensive approach to the study of the current state of addiction governance in Europe and proposals for a future governance framework. No one country has yet got governance polices right. The project's outcome is a plan for the redesign of addictions governance, which includes amendments to key metrics used in research, promoting individual-level to society-level scope of understanding in policy approaches, and bringing the impact of dependency on societal well-being to the fore. New Governance of Addictive Substances and Behaviours is an unprecedented study, both in terms of international reach and scope of issues addressed. It will be a key resource for anyone with an interest in research-driven European policy change in public health and the field of addictive substances and behaviours.

Why is governance of addiction so difficult? What can we learn from recent experiences and efforts in Europe? Governance of Addictions analyses the multidisciplinary research which has been used as a framework for understanding how governments formulate and implement addiction policies in 27 European Union member states plus Norway, looking in detail at four substances: heroin, cannabis, alcohol and tobacco. Presenting the methodological design for the study research, this book comprehensively analysing international trends, with a special focus on the role of the EU and its governance of addictions modes, this volume sheds light on the current situation of the governance of addictive substances and behaviours and facilitate new approaches to dealing with addiction. Based on the research from ALICE RAP (Addiction and Lifestyles in Contemporary Europe, Reframing Addictions Project), a unique project studying the place of addictive substances and behaviours in contemporary European society, Governance of Addictions is essential reading for policy-makers, public managers, practitioner and stakeholders influencing policy for addictive substances and behaviours, as well as academics and public health professionals.

Canada has become the first G7 country to legalize cannabis, and the world is watching. The primary concern facing the Liberal government as it seeks to fulfill its 2015 campaign promise to “legalize, regulate, and restrict access to marijuana” is whether it can be done without making the situation worse. As the Liberal platform pointed out, the current regime lets illegal cannabis fall into the hands of minors, pours large profits into organized crime, and traps many people in the criminal justice system for what is arguably a victimless crime. While the legalization of marijuana in Canada begins with a straightforward change of the criminal code, its ramifications go far beyond this. Legalization will have a serious impact on the country's international treaty commitments, interprovincial relations, taxation and regulatory regimes, and social and health policies. The essays in this book address these outcomes from three main perspectives: the decades-long political path to legalization; the assumptions that underwrite the new policy, in particular the desire to stamp out the black market; and how legalization in Canada looks in an international context. Bringing together analysis by policy makers and scholars, including the architect of marijuana legislation in Portugal – a trailblazing jurisdiction – High Time provides an urgent and necessary overview of Canada's Cannabis Act.

Conceptualising Public Health written by Johannes Kananen and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2018-02-19 with Medical categories.

In Germanic and Nordic languages, the term for ‘public health’ literally translates to ‘people’s health’, for example Volksgesundheit in German, folkhälsa in Swedish and kansanterveys in Finnish. Covering a period stretching from the late nineteenth century to the present day, this book discusses how understandings and meanings of public health have developed in their political and social context, identifying ruptures and redefinitions in its conceptualisation. It analyses the multifaceted and interactive rhetorical play through which key concepts have been used as political tools, on the one hand, and shaped the understanding and operating environment of public health, on the other. Focusing on the blurred boundaries between the social and the medico-scientific realms, from social hygiene to population policy, Conceptualising Public Health explores the sometimes contradictory and paradoxical normative aims associated with the promotion of public health. Providing examples from Northern Europe and the Nordic countries, whilst situating them in a larger European and international context, it addresses questions such as: How have public health concepts been used in government and associated administrative practices from the early twentieth century up to the present? How has health citizenship been constructed over time? How has the collective entity of ‘the people’ been associated with and reflected in public health concepts? Drawn from a range of disciplinary backgrounds, the authors collected here each examine a particular way of understanding public health and assess how key actors or phenomena have challenged, altered or confirmed past and present meanings of the concept. Conceptualising Public Health is of interest to students and scholars of health and welfare state development from diverse backgrounds, including public health, sociology of health and illness, and social policy as well as medical, conceptual and intellectual history.

Impact of Addictive Substances and Behaviours on Individual and Societal Well-being outlines an innovative and fascinating new framework for understanding the harm that addictive substances and behaviours can cause. Taking a holistic approach and with well-being as a central tenet, it demonstrates how using different methods can lead to a more just and evidence-based approach to dealing with addictions. Presenting the latest and most comprehensive research, the expert team of authors examines the harm caused by addictive substances and behaviour, factors that contribute to addictions, and current European approaches to governing addictive substances and behaviours. It is both legal and illegal drugs, and behaviour that cause harm. For the world as a whole, cigarettes were the second largest cause of ill health and early death in 2010, alcohol the fifth, and illegal drugs the eighteenth. Regular and sustained heavy engagement in addictive substances and behaviour also impacts on quality of life and material living conditions. The well-being framework outlined here for understanding this impact places particular emphasis on the reciprocal relationship between well-being and drug use: well-being can be a driver of the heavy use of addictive substances and behaviours, and also compounds the harm done. Furthermore, the response of society can increase the harm caused by drug use, and stigma, social exclusion, and the actions of the criminal justice system can impair individual and societal well-being considerably. Impact of Addictive Substances and Behaviours on Individual and Societal Well-being is based on the research from ALICE RAP, a multidisciplinary European study of addictive substances and behaviours in contemporary society. A timely addition to the field, this book is essential reading for those wanting to make a real impact in the field of addiction prevention policy, including public managers, practitioners, public health professionals, and stakeholders influencing policy for addictive substances and behaviours, as well as academics.

Prevention of mental illness and mental health promotion have often been ignored in the past, both in undergraduate and postgraduate curricula. Recently, however, there has been a clear shift towards public mental health, as a result of increasing scientific evidence that both these actions have a serious potential to reduce the onset of illness and subsequent burden as a result of mental illness and related social, economic and political costs. A clear distinction between prevention of mental illness and mental health promotion is critical. Selective prevention, both at societal and individual level, is an important way forward. The Oxford Textbook of Public Mental Health brings together the increasing interest in public mental health and the growing emphasis on the prevention of mental ill health and promotion of well-being into a single comprehensive textbook. Comprising international experiences of mental health promotion and mental well-being, chapters are supplemented with practical examples and illustrations to provide the most relevant information succinctly. This book will serve as an essential resource for mental and public health professionals, as well as for commissioners of services, nurses and community health visitors.

Upending all we know about the war on drugs, a history of the anti-narcotics movement’s origins, evolution, and questionable effectiveness. Opium’s Orphans is the first full history of drug prohibition and the “war on drugs.” A no-holds-barred but balanced account, it shows that drug suppression was born of historical accident, not rational design. The war on drugs did not originate in Europe or the United States, and even less with President Nixon, but in China. Two Opium Wars followed by Western attempts to atone for them gave birth to an anti-narcotics order that has come to span the globe. But has the war on drugs succeeded? As opioid deaths and cartel violence run rampant, contestation becomes more vocal, and marijuana is slated for legalization, Opium's Orphans proposes that it is time to go back to the drawing board.
