The ICT sector is crucial as a driver of economic and social growth. Not only is it an important industry in its own right, but it also provides the communication and infrastructure without which modern economies could not function. How does this sector work? Why is it stronger in some countries than in others? What should companies, governments and regulators be doing to enhance its contribution? In The New ICT Ecosystem, Martin Fransman answers these and other questions by developing the idea of the ICT sector as an evolving ecosystem. He shows that some components of the ICT ecosystem, particularly the innovation process, work better in some countries and regions than in others. For example, the Internet content and applications layer of the ecosystem tends to work better in the US than in Europe or Asia. The analysis in this book enables policy makers and regulators to understand why some parts of the ICT ecosystem are underperforming and what can be done to enhance their performance. The previous edition of The New ICT Ecosystem won the 2008–10 Joseph Schumpeter Prize.

The widespread adoption of the Internet has transformed the ICT Sector, giving birth to what has been referred to as the New ICT Ecosystem. But how does this ecosystem work and what changes it over time? These questions are explored in this paper, using some of the insights of Schumpeterian evolutionary economics. To summarise, it is shown that innovation, the endogenous creation of new knowledge in the ecosystem, emerges from six key symbiotic relationships. These relationships are shaped both by competition and by institutions which include financial institutions, regulation and competition law, standardisation and universities. It is these processes of innovation that make the New ICT Ecosystem the restless, incessantly changing system that it is. Growth in the information and communication technology (ICT) sector has exploded over the past 20 years. Continuous dynamic market and technology developments in this sector have led to a phenomenon known as convergence, which is defined in this volume as the erosion of boundaries between previously separate ICT services, networks, and business practices. Some examples include cable television networks that offer phone service, Internet television, and mergers between media and telecommunications firms. The results are exciting and hold significant promise for developing countries, which can benefit from expanded access, greater competition, and increased investments. However, convergence in ICT is challenging traditional policy and regulatory frameworks. With convergence occurring in countries across the spectrum of economic development, it is critical that policy makers and regulators understand and respond in ways that maximize the benefits while mitigating the risks. This volume analyzes the strategic and regulatory dimensions of convergence. It offers policy makers and regulators examples from countries around the world as they address this phenomenon. The authors suggest that countries that enable convergence are likely to reap the greater rewards, but the precise nature of the response will vary by country. Hence, this book offers global principles that should be tailored to local circumstances as regulatory frameworks evolve to address convergence.
