This edited volume examines the flaws in the Washington Consensus. The missing link identified is the relationship between market and government. The East Asian Miracle showed that the market and government are complementary, particularly with regard to economic development. However, the nature of this relationship has not been fully clarified. This book assesses development strategies and policy issues in the context of individual and/or regional economy's history and political-economic reality. The relationship may be conditional to these two factors. Development economics emerged in the 1950s and, during its first quarter century, evolved in the context of both the Cold War and decolonization. The ascendance of free market conservatism in the west in the early 1980s was followed by the consolidation of the counter-revolution against the old development economics, together with a corresponding promotion of neoliberal economic policies that came to be known as the Washington Consensus. Over the last decade or more, reaction against the Washington Consensus has gathered momentum, pioneered within mainstream economics by those who emphasize institutions and market imperfections, as opposed to the virtues of the market. This volume is a successor of sorts to the Institute's 1986 volume Toward Renewed Economic Growth in Latin America, which blazed the trail for the market-oriented economic reforms that were adopted in Latin America in the subsequent years.
