Excerpt from The Next Naval War Though the announcement in the morning papers of March the 1st, 1895, that the French Ambassador had presented to our Minister of Foreign Affairs the afternoon previously a demand for an early evacuation of Egypt by our troops, came upon the country like a clap of thunder, it was soon evident that for some years France had been secretly but energetically preparing for war. The great irritation against England of recent years, due to our prolonged stay in Egypt, had been much increased by the Congo treaty and the gradual extension of our influence north of Uganda. There was no doubt a footing in Khartoum from the south would soon follow, and we should thus obtain a hold upon Egypt, compared with which our present position in its northern portion is unimportant. Excerpt from Three Years of Naval Warfare A history of the naval war since 1914 is of a very far reaching character, but I have endeavoured to localise the many campaigns into separate chapters, although a small amount of overlapping is unavoidable. The stupendous events of the last few years have followed one another in such rapid succession that few people realise the enormous task which our Navy was called upon to perform. From the terribly sudden collapse of the whole fabric of Germany's commerce the success of this work must be evident; and although in 1915 many of our ships were still engaged on foreign service, practically all naval matters centralised in home waters. The book is divided into two parts, the first dealing with the work of the Royal Navy around our shores, and the second part treating the British and Allied Fleets abroad. The veil over our Fleet remains as inscrutable as ever, and One is tempted to question the need for such absolute secrecy. The enemy is, Of course, greatly hindered in learn ing Of the dispositions and strength Of our squadrons and patrols, but the disappointment which the public feels is keen. It tends to make us overlook the wonderful patience of our sailors in their long and weary vigil for the hiding foe. Excerpt from Our Naval War With France The spoliation of American commerce by the French, and the resulting hostilities during the last years of the eighteenth century, form the earliest episode of importance in our history under the Federal Constitution. It is, perhaps, natural that they should have been to a great extent overshadowed by the tremendous convulsions of the French Revolution. Yet these hostilities between the United States and France continued in an acute form nearly three years, and amounted to actual war, although war was declared on neither side. Important frigate actions and very many minor contests furnish some of the most stirring exploits in the early history of the navy. An examination of manuscript sources and contemporary newspapers has brought to light much material never before utilized.
