This original new work is the fascinating result of sociologist and documentary filmmaker Agnès De Féo’s ten-year exploration of the phenomenon of niqab wearing. It is at once a groundbreaking study and a series of compelling first-person accounts from French and Francophone women who wear or have worn the niqab in France’s Salafi communities. With the backdrop of the French government’s 2010 ban on full facial veiling in public spaces, which itself has shaped the phenomenon, De Féo draws on her subjects’ own words to show their agency, working against the clichés that often underlie public views of the niqab—that it is purely the result of masculine pressure, for example, or extreme religiosity or nationalism, or the submissive desire to disappear. Instead, she shows, the niqab is multivalent: women wear it for reasons that range from religious piety to the desire to rebel against mainstream society, family, or the rule of law. The reasons are complex, overdetermined, contradictory, or even inconsistent, but they are the women’s own. Despite being worn only by a small minority of Muslim women, the Islamic garment has nonetheless been a major source of intense political, religious, and cultural debate in France. Searching to understand, rather than speculate, De Féo chose to approach the people who wear the niqab, and to make them, rather the veil itself, the subject of her research. Her unprecedented study, based on more than 200 interviews, reveals the many factors—social, political, geopolitical, and psychological—underpinning a personal choice that is not always as religious as it seems. The book ends with sixteen captivating interviews giving voice to stories rarely heard. With finesse and discernment, the author debunks the myths surrounding the wearing of the niqab, and sheds light on a practice subject to misunderstanding and prejudice, offering the reader unique insight. This book analyses French cultural policies in the face of what the French government perceives as a challenge to its Republican secular raison d'être. It makes general arguments about France's changing identity and specific arguments about the burqa and niqab ban. It shows how the emergence of the new trinity at the expense of the old one is evident when analyzing the debates concerning cultural policies in France in the face of the Islamic garb, the burqa, and the niqab, which are perceived as a challenge to France's national secular raison d'être. Subsequently, the book raises various important questions, such as: Is the burqa and niqab ban socially just? Does it reasonably balance the preservation of societal values and freedom of conscience? What are the true motives behind the ban? Has the discourse changed in the age of COVID-19, when all people are required to wear a mask in the public space? In 2004 France banned Muslim women from wearing veils in school. In 2010 France passed legislation that banned the wearing of clothing in public that covered the face, mainly to target women who wore burqas. President Emmanuel Macron has stated that the hijab is not in accordance with French ideals. Islamophobia in France takes many forms, both explicit and implicit, and often appears to be sanctioned by the governing bodies themselves. These cultural biases reveal how the Muslim population acts as a scapegoat for the problematic status of immigrants in France more generally. Islamophobia in France is an English translation of Abdellali Hajjat and Marwan Mohammed’s Islamophobie: Comment les e ́lites franc ̧aises fabriquent le “proble`me musulman.” In this groundbreaking book, Hajjat and Mohammed argue that Islamophobia in France is not the result of individual prejudice or supposed Muslim cultural or racial deficiencies but rather arose out of structures of power and control already in place in France. Bringing niqab wearers' voices to the fore, discussing their narratives on religious agency, identity, social interaction, community, and urban spaces, Anna Piela situates women's accounts firmly within UK and US socio-political contexts as well as within media discourses on Islam. The niqab has recently emerged as one of the most ubiquitous symbols of everything that is perceived to be wrong with Islam: barbarity, backwardness, exploitation of women, and political radicalization. Yet all these notions are assigned to women who wear the niqab without their consultation; “niqab debates” are held without their voices being heard, and, when they do speak, their views are dismissed. However, the picture painted by the stories told here demonstrates that, for these women, religious symbols such as the niqab are deeply personal, freely chosen, multilayered, and socially situated. A succession of French governments, reacting to the more recent widespread social, political, and economic changes that to some are threats to the very idea of what being "French" means, have increasingly taken a harsh stance against perceived attempts by immigrants - mostly North African and Muslim in origin - to identify with their religious or ethnic heritages before identifying with the French nation. Those defending the French nation espouse a universalist, nation-centered approach where no one is defined outside of their Frenchness. This paper argues that recent successful attempts to ban religious symbols in French public schools (in 2004) and the burqa/niqab (in 2010) in all areas of the public domain can be seen as attempts to defend this universalist doctrine against efforts towards multiculturalist integration models where various groups (religious, ethnic, etc.) are recognized as legitimate (such as in the United States). However, as this thesis also argues, these threats are largely false perceptions on the part of the French state. Immigrants of Muslim origin overwhelmingly support the French state and moreover have no qualms about becoming fully integrated into the French way of life. Youth violence and crime in run-down suburban areas (called banlieues) increase this perception that immigrants of Muslim origin do not want to assimilate into French society, where the reality is, greater efforts toward the socioeconomic integration of these immigrants (in schools, employment, and living standards) are all that is missing from these immigrants becoming fully French. Unfortunately, French leaders continue to focus on cultural symbols of division among immigrants of Muslim origin (such as the hijab or the burqa/niqab) rather than the myriad of rather glaring socioeconomic issues affecting this population.
