North Korea, as a nation, has been going down the road of self-discovery since they were severed from South Korea in 1953. Trying to identify themselves as a world class nation, they have built one of the larger armies in today’s world. This is the road they seem to feel must be taken to attain international stature. Most of the rest of the world sees it differently. The United States of America becomes aware of North Korea’s preparations to attack their homeland and are working toward a better dialog with the them. Having no success with diplomacy, the United Nations initiate sanctions to pressure the leaders of North Korea to back down with their nuclear and missile development. They do not. Sanctions present hardships for the people, but the leaders think they can force the world to accept them as a nation and they ignore them.

North Korea is officially described as a socialist republic governed according to the ideology of Juche (loosely, "self-reliance"). Kim Il-Sung, the founder of North Korea, was the country's first and only president; in the North Korean constitution he is described as the Eternal President of the Republic: "The DPRK and the entire Korean people will uphold the great leader Comrade Kim Il-sung as the eternal President of the Republic." The de facto head of state and government is Kim Jong-Il, who is Chairman of the National Defence Commission. The legislature of North Korea is the Supreme People's Assembly, or SPA; the current President of the SPA is Kim Yong Nam. The other senior government leader is the Premier, currently Pak Pong-ju. North Korea is a single-party state. The governing party is the Democratic Front for the Reunification of the Fatherland, a coalition made up of three smaller parties, the Workers Party of Korea, the Korean Social Democratic Party and the Chondoist Chongu Party. These parties nominate all candidates for office and hold all seats in the Supreme People's Assembly. North Korea seems to delight in its self-appointed role as an international trouble-maker, rogue state and budding nuclear power. Much of the world seems to regard it as a lose cannon -- but a potentially dangerous one rather than simply an irritating tiny, poverty-stricken, isolated country led by a short person with tall hair. This book focuses on the flurry of activities engaged in by North Korea.

This monograph is intended to generate discussion on the challenges of developing a coordinated U.S. strategy toward North Korea. It begins by looking at U.S. policy and actions toward North Korea and the situation on the Korean Peninsula over the past decade. This monograph examines the regional interests of China, Russia, South Korea, Japan, and the United States in relation to North Korea and the impact that North Korean culture and traditions have had on North Korean society. Based on this analysis, the monograph recommends that, if we expect to have any influence over events in North Korea, U.S. policy must emphasize engagement with Pyongyang. This engagement should include discussions, negotiations, cultural exchanges, and even diplomatic relations. Only by engaging North Korea on multiple levels, will we begin to understand each other, and only then will we be able to exercise some level of positive influence on them. This will not be easy, nor will it happen quickly. North Korea is a difficult nation to negotiate with and often reacts in a manner that outside observers see as counterproductive. Although it will not be easy, a policy of actively engaging North Korea will eventually provide the United States with a forum to exert a limited degree of influence on the Pyongyang leadership. It will also give us a better understanding of what is actually happening inside North Korea. Ultimately, we must keep in mind that, as in the case of Eastern Europe, events on the ground are likely to outpace any planning we do. It is extremely critical that we have both an awareness of events as they are occurring and the flexibility of action to ensure appropriate measured responses. A policy of engagement toward the North is also a double-edged sword for the Pyongyang leadership. North Korea's biggest weakness may, in fact, be opening up to the West. When this begins to happen, there is significant potential for the regime to be weakened. Yet North Korea's current economic situation leaves its leadership few options. The leadership seems to understand that they must work with the United States and other nations in order to get assistance. However, the more North Korea's population is able to see and have contact with Americans and other Westerners, the more they will start to see what they really do not have and cannot achieve under the current regime. The challenge will then become one of controlling the North Korean population's expectations and grievances so they do not resort to violence.

Fifty-five years after its founding at the dawn of the cold war, North Korea remains a land of illusions. Isolated and anachronistic, the country and its culture seem to be dominated exclusively by the official ideology of Juche, which emphasizes national self-reliance, independence, and worship of the supreme leader, General Kim Jong Il. Yet this socialist utopian ideal is pursued with the calculations of international power politics. Kim has transformed North Korea into a militarized state, whose nuclear weapons, ballistic missiles, and continued threat to South Korea have raised alarm worldwide. This paradoxical combination of cultural isolation and military-first policy has left the North Korean people woefully deprived of the opportunity to advance socially and politically. The socialist economy, guided by political principles and bereft of international support, has collapsed. Thousands, perhaps millions, have died of starvation. Foreign trade has declined and the country's gross domestic product has recorded negative growth every year for a decade. Yet rather than initiate the sort of market reforms that were implemented by other communist governments, North Korean leaders have reverted to the economic policies of the 1950s: mass mobilization, concentration on heavy industry, and increased ideological indoctrination. Although members of the political elite in Pyongyang are acutely aware of their nation's domestic and foreign problems, they are plagued by fear and policy paralysis.
