Decades of U.S. nuclear weapons production have exacted a heavy environmental toll. The Department of Energy estimates that cleaning up waste and contamination resulting from production activities will cost over $150 billion. Yet even once that money is spent, these sites will need long-term attention to assure protection of human health and the environment. In the authors' words, stewardship refers to 'institutions, information, and strategies needed to ensure protection of people and the environment, both in the short and the long term.' Probst and McGovern make a compelling case for establishing a formal program of long-term stewardship for contaminated sites. Their report details the requirements of a successful stewardship program and discusses the daunting technical and political challenges facing such efforts, including the designation of an institutional home for key stewardship functions. The legacy of environmental damage is considerable; hazardous waste disposal, radioactive waste, and contaminated facilities are among the problems that will remain after DOE cleanup efforts are complete. Stewardship planning, according to Probst and McGovern, must start now.

A nuclear weapon or a significant quantity of special nuclear material (SNM) would be of great value to a terrorist or other adversary. It might have particular value if acquired from a U.S. facility-in addition to acquiring a highly destructive tool, the adversary would demonstrate an inability of the United States to protect its nuclear assets. The United States expends considerable resources toward maintaining effective security at facilities that house its nuclear assets. However, particularly in a budget-constrained environment, it is essential that these assets are also secured efficiently, meaning at reasonable cost and imposing minimal burdens on the primary missions of the organizations that operate U.S. nuclear facilities. It is in this context that the U.S. Congress directed the National Nuclear Security Administration (NNSA)-a semi-autonomous agency in the U.S. Department of Energy (DOE) responsible for securing nuclear weapons and significant quantities of SNM-asked the National Academies for advice on augmenting its security approach, particularly on the applicability of quantitative and other risk-based approaches for securing its facilities. In carrying out its charge, the committee has focused on what actions NNSA could take to make its security approach more effective and efficient. The committee concluded that the solution to balancing cost, security, and operations at facilities in the nuclear weapons complex is not to assess security risks more quantitatively or more precisely. This is primarily because there is no comprehensive analytical basis for defining the attack strategies that a malicious, creative, and deliberate adversary might employ or the probabilities associated with them. However, using structured thinking processes and techniques to characterize security risk could improve NNSA's understanding of security vulnerabilities and guide more effective resource allocation.

As politicians and policy makers trumpet the successes of strategic reductions and the achievements of the START agreements, Russia has increasingly focused on a rhetorical and doctrinal campaign to enhance the credibility of nuclear war fighting threats by legitimizing theater or tactical nuclear systems. The Russian Federation is convinced that its security rests upon these weapons, and it has therefore attempted to shield both the personnel and the hardware from the effects of the military rollback. The notion that the two largest possessors of nuclear weapons could speedily draw down their arsenals to under 2000 warheads, as a START 3 regime suggests, is misguided. This ignores the thousands of so called tactical nuclear weapons possessed by both states. The very real threats associated with Russia's tactical nuclear arsenal should impel those with genuine concerns to redirect their efforts toward the lower end of nuclear weapons spectrum. The arms control proposal presented in this paper incorporates a regime calling for the elimination of air delivered tactical nuclear weapons that may prove to be a useful model for reinvigorating the stalled process of nuclear arms reductions.
