This book comprehensively outlines and evaluates the key Obama nuclear weapons policies, developments and initiatives from 2008–2012. Beginning with the administration’s vision and goals posited in the 2009 Prague Speech and reaffirmed in the National Security Strategy of 2010, the book assesses the congressionally mandated Nuclear Posture Review, the New START Treaty, the pursuit of Comprehensive Nuclear-Test-Ban Treaty ratification, the Proliferation Security Initiative, the Fissile Material Cut-off Treaty, the Nuclear Non-Proliferation Review Conference, the Global Nuclear Security Summit – and the extent to which Obama, in the context of such initiatives, has actually upheld the lofty goals posited in Prague and differentiated himself from the nuclear path pursued by the Bush Administration. Additionally, the book evaluates the Obama Administration’s dealings with other states in the context of its nuclear weapons policy – in particular, North Korea, Iran, Pakistan, Israel, India, and China. Offering a comprehensive analysis of the current status of the US nuclear weapons strategy, this volume will be of great interest to scholars and students of American foreign policy, security studies and international relations.

Despite its portrayal as a bold departure, the Bush Doctrine was not the "new" or "revolutionary" policy instrument that many at the time portended. This work seeks to argue that while it was clear that the Bush Doctrine certainly qualified as a preventive war policy, it is apparent that the adoption of this strategy did not mark a total break with American tradition or earlier Administrations. Warren seeks to dispel arguments pertaining to the supposed "radical" nature of the Bush Doctrine – based on comparisons with previous National Security Strategies and previous Administrations’ penchant for prevention. However, the work also highlights that what was new and bold about the Bush Administration’s National Security Strategy of 2002, was its willingness to embrace reinvigorating a nuclear option that could ultimately be used in the context of preventive war. While Obama has struck bold rhetorical notes and promises in relation to limiting the role of nuclear weapons, he has stopped short of changing the status quo on critical issues that have lingered since the Cold War – such as tactical nuclear weapons and keeping missiles on alert. This book’s final section examines the extent to which Obama has attempted to ‘adjust’ the nuclear option with the recent release of the congressionally mandated Nuclear Posture Review (NPR). Offering new insights into the Bush doctrine and providing a comprehensive analysis of the current status of the US nuclear weapons strategy, this volume will be of great interest to scholars and students of American foreign policy, security studies and international relations.

The full text of the 2010 Nuclear Posture Review submitted to President Obama by Secretary of Defense Robert M. Gates. This document lays out the nuclear strategy for the United States. The most important provision of the document is a revision of the declared conditions under which the United States would carry out first use of nuclear weapons. Liberals regard this as a "no change" document, conservatives as a dangerously wimpy concession to political correctness. Own and read the full text and judge for yourself.

This monograph examines the strategic importance of Egypt for the United States by exploring Egypt's role in the Arab-Israeli peace process, its geographical role (providing air and naval access) for U.S. military assets heading to the Persian Gulf, and joint training programs. With so much at stake in the Middle East, the idea of "losing" Egypt as a strategic ally would be a significant setback for the United States. The Egyptian revolution of early 2011 was welcomed by U.S. officials because the protestors wanted democratic government which conformed to U.S. ideals, and the institution that would shepherd the transition, the Egyptian military, had close ties with the United States. To bolster the U.S.-Egyptian relationship and help keep Egypt on the democratic path, the monograph recommends that U.S. military aid should not be cut, economic aid should be increased, and U.S. administration officials should not oppose congressional conditions tying aid...

Strategy through the Prism of 9/11 (2007), explores this significant policy adjustment and raises questions about its feasibility and its possible consequences. Do international norms apply only to states’ external behavior, as it might relate, for example, to nuclear proliferation and terrorism, or do they matter no less for states’ internal behavior, as it might affect a population’s human rights? What is the appropriate role for the United States in the process of reintegration? America’s military power remains unmatched, but can the nation any longer shape singlehandedly an increasingly multi-polar international system? What do the precedents set in Iraq and Libya teach us about how current outliers can be integrated into the international community? And perhaps most important, how should the United States respond if outlier regimes eschew integration as a threat to their survival and continue to augment their nuclear capabilities?

On 8 April, 2010, President Obama and Russian President Medvedev signed the New Strategic Arms Reduction Treaty, or "New START," lowering the limit on deployed strategic nuclear weapons by either nation. The following week, President Obama hosted the Nuclear Security Summit in Washington, D.C., the stated purpose of which was to address "the threat of nuclear materials in the hands of terrorists or criminals." Against this backdrop, three panels of distinguished experts on nuclear policy convened in Washington, D.C. to offer critical assessment of President Obama's nuclear agenda-and weather it is compatible with maintaining an American nuclear arsenal that can credibly, reliably, and effectively address today's threats.
