Excerpt from Good Roads Year Book, 1917 The public interest in road improvements during the last two years has been steadily growing but it has been largely exhibited in a willingness to vote road bonds and to assume road taxes The use of the funds so made available has apparently not yet given the American public any sustained concern. The reason is not far to seek. It lies 1n the assumption that highway con struction and maintenance require little more than good faith and common sense. Many persons without engineering expe ricuce have been persuaded to acquiesce in methods of work which lead to unnecessary waste. Highway engineers throughout the country have been confronted with the necessity of directing the energies of enthusiastic advocates of better roads along lines at once financially and economically wise. Such educational work has been and still 18 no small task for men so busily engaged in the discharge of their usual duties as are the professional road builders. Excerpt from Good Roads Year Book, 1916 It seems probable that during 1916 about 8300, 000 000 will be spent on highways and highway bridges in the United States. This 18 the equivalent of nearly one-third of the total expen of the federal government for the fiscal year 1913-1914. It is then apparent that the Good Roads movement is not atrop hied by lack of funds. The real p'roblem 18 that of intelligent and ef fective use of the large funds actually available. It is to this problem that the American Highway Association addresses its activities. The appeal 1s to the average citizen who 13 asked to vote for the issue of highway bonds and who pays road taxes, well as to the expert. It is an appeal for understanding of the facts of the use of moneys devoted to road building and road maintenance in the interest of the largest economicalng results. It is then a campaign of general education of road building methods upon which the American H1gta Asssociation 1s engaged. It 1s not an advocate of a particular method but an exponent and critic of all methods found to be m actual use - the bad as well as the good. It believes m publicity and discussion. Excerpt from Public Roads, Vol. 1: May 1918 At the end of 1917, or the sixth construction season since the organization of our bridge department, more than half our bridges are of permanent con struction. One bridge in every three is of concrete, 22 per cent stone, 18 per cent steel, and 27 per cent wood. Five wood bridges have been replaced with concrete this season and for the first time the number of concrete bridges on the system exceeds the number of wood structures. Excerpt from Thirty-Second Annual Report on the Statistics of Railways in the United States: For the Year Ended December 31, 1918 Washington, D. June 10, 1920. To the Interstate Commerce Commission: Herewith is submitted the Thirty-second Annual Report on the Statistics of Railways in the United States for the year ended December 31, 1918. For this year the compilation of the statistics was complicated by the fact that a large propor tion of the roads were operated by the United States Govern ment. From such roads two annual reports were received, one from the Federal auditor with respect to Federal opera tions, and the other from the corporate auditor with respect to corporate transactions. No attempt has been made to give a combined report of the Federal and corporate income ao counts of each road. In the following summaries the plan has generally been fol lowed, where appropriate, of Showing separate totals for (a) corporate reports of roads under Federal operation; (b) reports of Federal operations; and (c) reports of roads not under Fed eral operation. The number of operating roads which, according to the reports on file, were under Federal operation at some time during the calendar year 1918, is shown in the following table.
