Excerpt from Good Roads Year Book, 1917 The public interest in road improvements during the last two years has been steadily growing but it has been largely exhibited in a willingness to vote road bonds and to assume road taxes The use of the funds so made available has apparently not yet given the American public any sustained concern. The reason is not far to seek. It lies 1n the assumption that highway con struction and maintenance require little more than good faith and common sense. Many persons without engineering expe ricuce have been persuaded to acquiesce in methods of work which lead to unnecessary waste. Highway engineers throughout the country have been confronted with the necessity of directing the energies of enthusiastic advocates of better roads along lines at once financially and economically wise. Such educational work has been and still 18 no small task for men so busily engaged in the discharge of their usual duties as are the professional road builders. Excerpt from Southern Good Roads, 1917, Vol. 15 A motion was passed instructing the president to appoint a committee to study the economics of road construction, particularly in reference to maintenance. This committee is to take up with the various highway departments and find out from them the cost of con struction of various types of road and the cost of maintenance per mile per year of these roads, and the amount of traffic that goes over them. The subject of highway legislation was very ably discussed by Col. E. A. Stevens of New Jersey. One of the points that he brought out was that it is dan gerons to try to prescribe by legislative act methods of conduct of business of the state highway departments. Care should be taken that the hands of a commission are not tied with useless restrictions. He called atten tion to the question of bond elections for raising reve nue, and said careful consideration should be given as to the character of bonds that were to be used. Col. Stevens also brought out the fact that with the change in administration that would take place in many states the first of the year many highway engineers would go out of office because of political-change in the ad ministration. He stated that this was not fair to the road work of a state, and that the engineers in charge 'of the road work should not be changed because of a political change in the state. Special attention was paid' to ascertaining reasons for unusual methods, in order to avoid the publication of anything useful only in restricted localities and possibly leading to trouble if tried generally. The purpose was to furnish information Of a national value rather than an expres sion of the views Of a few individuals, who inevitably have per sonal preferences and prejudices. As each section was finished it was submitted for criticism to engineers or chemists with special knowledge of the subjects discussed, and most of the chap ters formed by combining these revised sections were sent out to other engineers for further criticism. Some of the chapters were revised a number of times before they were finally ap proved. As a consequence, although my name appears as the author on the title page, the book is rather the product Of the cooperation Of over fifty Of the leading American highway engi neers and the patient and intelligent handling Of the details of the work by Miss Isabelle Stockett, at the time chief clerk Of the American Highway Association. This book appeared originally as Part II of the 1917 Good Roads Year Book. Its wide circulation, the many references to it in technical journals, and its use as a textbook by engineering colleges, indicating that the volume had won a distinct position in technical literature, led the Directors of the American High way Association to assign the copyright to the D. Van N ostrand Company, when the Association was dissolved a few days ago. By this action the results Of the cooperative labors of so many specialists will remain available to the public.
