Excerpt from War Addresses, 1917 Your Excellency and Gentlemen of France: The Pennsylvania Society is greatly honoured in having you as its guests tonight and extends to you a heartfelt welcome. You need no other passport to our hospitality than that you come from France. We greet you tonight as fellow-citizens. This is no unmeaning phrase. While our soldiers fight side by side in the trenches, while our women behind the lines give to the great cause the very treasures of their souls, while our statesmen meet in joint council and combine the common resources to a common end, while our flags are intertwined in the comradeship of battle, there is, to the eye of imagination, a new state called into being which we may call the United Free States of the world, and of that State we are fellow citizens. Your Minister of War Painleve recently gave fitting expression to this ideal, when he urged that a single front, "a single army, a single nation, that is the programme for future victory," and to this the great Prime Minister of England fittingly replied: "if after forty months of war, after all the lessons the war has taught us, the Allies are not capable of that sacred international union, then in spite of their sacrifices they would not be worthy of victory." That sacred union, so finely characterized by our President as a "partnership of the democratic nations," will continue and all the powers of Prussianism and Hell will not prevail against it. Our soldiers who fight side by side in the trenches can claim a more sacred relation, for it is true of them as they stand guard tonight on the far-flung battle line, as Shakespeare made his Henry V say to his soldiers on the eve of Agincourt - "We band of brothers For he who sheds his blood this day with me He is my brother." Excerpt from The War as Viewed at the University: Selections From Addresses and Papers by Members of the Teaching Staff During the Summer of 1917 From one point of view it is a difficult task to talk on international peace, arbitration, and conciliation when almost all the world is at war. On the other hand there is perhaps no time when the value of peace and: the things upon which it depends can be so much appreciated as in the midst of or immediately following a great, destructive war. It is easy now to see of what great benefit to humanity arbitration and conciliation might have been had all the political leaders of the world only the sense of justice and humanity to employ these means of settlement instead of resorting to military force. America, in its isolation from the military establishments of Europe, has cultivated the aims of an industrial democ racy, and with these aims has nursed a feeling of security even while the old world was torn with strife. We have scarcely yet realized that we are actually at war and that in the next few months may be required to make enormous sacrifices in human life and in the material goods that sup port life. The time for argument as to whether we should or should not participate in the war is past. The present is a time for carefully planned but nevertheless most strenuous action. There is and always must be a limit to individual ism. In a democracy every citizen may freely advocate his opinion while any matter is pending for decision; but when a 'decision has been made by the will of the majority, and when the life of the nation is at stake, as it must be in war fare, the citizen is in duty bound to do his part to protect that common life. To prolong the discussion is to give aid and comfort to the enemy and weakens the defensive powers of the nation. There is, fortunately, little excuse for any peace-loving American citizen to continue his opposition to our participation in the war. Excerpt from War and Revolution in Russia, 1914-1917 IN the midst of profound peace, in the active work of economical and social reform, Russia, as by thunderbolt, was struck by the news of approaching mobilisation, and by the urgent necessity of having recourse to the sword to protect her interests and those of the other Slav nations. To define exactly the position in which the beginning of the war found Russia, it is necessary briefly to survey her political condition at the moment. The country was still feeling the disturbing effects of the Revolution of 1905 - 6. The intellectual classes which had now received access to and obtained a share in political life and legislation, were engrossed by the struggle with the Government. This tur moil centred specially in the Imperial Duma. With the opening of military action this internal strife of the parties, as in other European countries, and the striving for suprem acy between the Imperial Duma and the Government, died down at first, but later became gradually acute again. This, we observe, was the case with all our Allies and in a certain degree with our enemies. After three years of war, this struggle, becoming still more acute, brought about a crisis which ended in the Revolution of March 1917. Excerpt from His Englishmen: Being Addresses Delivered in India During the Great War, 1916& 1917 To sundry requests for copies of one or another of my addresses, delivered in the Garrison Church at Rawal Pindi during the past year, I think I can best reply by putting together the following collection. By this means I am enabled also to show some appreciation of the action of the Bishop of Lahore, who did me the honour of licensing me as a lay reader in his diocese; and of that of the Reverend A. B. F. Cole and the Reverend J. E. H. Williams, successive Chaplains of Rawal Pindi, at whose invitations the first three addresses and the remainder, respectively, were delivered. The places and circumstances of their delivery are not, perhaps, unworthy of remark. The congregations which heard them included, on occasions, some of those officers, both Civil and Military, on whose labours in so large a measure depend the peace and stability of this country. But they were mainly composed of British troops whose duty it is to garrison India when their fellows are fighting and sometimes falling at the Front. Theirs appears a less splendid, as it is certainly a more monotonous role; and it is in some degree this circumstance which must determine a preacher's insistence on the value of service in whatever sphere, and on the truth proclaimed in Milton's line, and nowhere better illustrated than in the maintenance of the Indian Empire in these days, that 'They also serve who only stand and wait.'
