This book is the official history of British Cabinet Secretaries, the most senior civil servants in UK government, from the post-war period up to 2002. In December 1916 Maurice Hankey sat at the Cabinet table to take the first official record of Cabinet decisions. Prior to this there had been no formal Cabinet agenda and no record of Cabinet decisions. Using authoritative government papers, some of which have not yet been released for public scrutiny, this book tells the story of Hankey’s post-war successors as they advised British Prime Ministers and recorded Cabinet’s crucial decisions as the country struggled through the exhaustion that followed World War II, grappled with a weak economy that could not support its world ambitions, saw the end of the post-war economic and social consensus and faced the 9/11 attack on the Twin Towers symbol of Western dominance. It looks at events through the eyes of politically neutral senior civil servants, the mandarins of Britain. It shows how the dramatic foreshortening of timescales and global news have complicated the working lives of those who daily face the deluge of potentially destabilising events – the skills required to see dangers and opportunities around corners, when to calm things down and when to accelerate action; why secrecy is endemic when government comes close to losing control or when political ambition threatens self-destruction. This book will be of great interest to students of British politics, British history and British government.

Excerpt from Full Official History of the War With Spain: Written Over the Wires in the Discharge of Public Duty, by the Highest Authorities of the Government, Heads of Departments and Bureaus of State, War and Navy, Cabinet Secretaries, the Adjutant General, the Commanders of Fleets and Armies in Active Service The Full Official History of the War with Spain is, in essentials, composed exclusively of material for which the highest authorities of the government of the United States are responsible. The true way to impart to biography its greater charm is to use the words of the person portrayed, and the better way to write history is in the authoritative language of its makers. Modern inventions have afforded such facilities for communication between capitals and camps, the departments of war and navy, and the commanders of armies and fleets in action, that there is centralization of supreme command, and the work of war, as well as of diplomacy, is absolutely in the hands of the Great Officer, charged by the Constitution of the United States with the command-in-chief of our armed forces, naval and military. This wise provision of the republican form of government significantly subordinates all generals and admirals to the Chief Magistrate of the nation, conclusively as the colonel of the regiment is the superior of the captains of the companies that compose it. When the flag of this country flies over the While House, the President is there in the discharge of public duty, and near the executive mansion, westward, in an immense building, are grouped the departments of State, War. and Navy, through which our government comes in contact, whether in peace or war, with the nations of the earth. Thus within a small space are gathered the executive offices and appliances of the American people. The wires in the White House place the President in touch with all the departments represented in his Cabinet and joined to the wonderful web spun round the world, over which is wrought the mighty magic of telegraphy; and in the recent war the defense of our coast, and the offense of our ships and battalions in the Indies, East and West, the President was constantly in swift and sure communication with the front - and no word of his is found that did not command and cheer the advance and testify his courage and vigilance. The US Constitution never established a presidential cabinet—the delegates to the Constitutional Convention explicitly rejected the idea. So how did George Washington create one of the most powerful bodies in the federal government? On November 26, 1791, George Washington convened his department secretaries—Alexander Hamilton, Thomas Jefferson, Henry Knox, and Edmund Randolph—for the first cabinet meeting. Why did he wait two and a half years into his presidency to call his cabinet? Because the US Constitution did not create or provide for such a body. Washington was on his own. Faced with diplomatic crises, domestic insurrections, and constitutional challenges—and finding congressional help lacking—Washington decided he needed a group of advisors he could turn to. He modeled his new cabinet on the councils of war he had led as commander of the Continental Army. In the early days, the cabinet served at the president’s pleasure. Washington tinkered with its structure throughout his administration, at times calling regular meetings, at other times preferring written advice and individual discussions. Lindsay M. Chervinsky reveals the far-reaching consequences of Washington’s choice. The tensions in the cabinet between Hamilton and Jefferson heightened partisanship and contributed to the development of the first party system. And as Washington faced an increasingly recalcitrant Congress, he came to treat the cabinet as a private advisory body to summon as needed, greatly expanding the role of the president and the executive branch.

Labour Women In Power written by Paula Bartley and has been published by Springer this book supported file pdf, txt, epub, kindle and other format this book has been release on 2019-05-09 with History categories.

This book examines the political lives and contributions of Margaret Bondfield, Ellen Wilkinson, Barbara Castle, Judith Hart and Shirley Williams, the only five women to achieve Cabinet rank in a Labour Government from the party’s creation until Blair became Prime Minister. Paula Bartley brings together newly discovered archival material and published work to provide a survey of these women, all of whom managed to make a mark out of all proportion to their numbers. Charting their ideas, characters, and formative influences, Bartley provides an account of their rise to power, analysing their contribution to policy making, and assessing their significance and reputation. She shows that these women were not a homogeneous group, but came from diverse family backgrounds, entered politics in their own discrete way, and rose to power at different times. Some were more successful than others, but despite their diversity these women shared one thing in common: they all functioned in a male world.
