William Allen White (February 10, 1868 - January 29, 1944) was a renowned American newspaper editor, politician, author, and leader of the Progressive movement. Between 1896 and his death, White became the iconic spokesman for middle America. *Early life* Born in Emporia, Kansas, White moved to El Dorado, Kansas, with his parents, Allen and Mary Ann Hatten White, where he spent the majority of his childhood. He loved animals and reading various books.He attended the College of Emporia and the University of Kansas, and in 1892 started work at The Kansas City Star as an editorial writer. *Family* White married Sallie Lindsay in 1893. They had two children, William Lindsay, born in 1900, and Mary Katherine, born in 1904. Mary died in a 1921 horse-riding accident, prompting her father to write a famous eulogy, "Mary White," on August 17, 1921.White visited six of the seven continents at least once in his long life. Due to his fame and success, he received 10 honorary degrees from universities, including one from Harvard. White taught his son William L. the importance of journalism, and after his death, William L. took charge of the Gazette and continued its local success. William L.'s wife, Kathrine, ran it after he died. Their daughter, Barbara, and her husband, David Walker, took it over much as William had earlier, and today the paper remains family-run, currently headed by WAW's great-grandson, Christopher White Walker. White developed a friendship with President Theodore Roosevelt in the 1890s that lasted until Roosevelt's death in 1919. Roosevelt spent several nights at White's Wight and Wight-designed home, Red Rocks, during trips across the United States.White was to say later, "Roosevelt bit me and I went mad."Later, White supported much of the New Deal, but voted against Franklin D. Roosevelt every time.

When well-designed institutions function properly, people thrive. Few institutions have been more ingeniously designed than the U.S. federal government via the Constitution in 1787. This auspicious beginning more than two centuries ago helps explain why the U.S. remains a magnet for opportunity seekers, students, entrepreneurs, dissidents, and persecuted believers. Yet for decades now, America’s federal government has been underperforming. Social Security and Medicare face looming insolvency. The federal government’s “war on poverty” has failed to “end poverty” and arguably made it worse. In 2012, the United States Postal Service lost more money than the nation spent on the State Department, and Amtrak has lost money every year since being created in 1971. How can an enduring institution, so thoughtfully crafted, now produce such poor results? The federal government has grown so much because it serves a new and different vision, American Progressivism. American Progressives believed that democratically elected, public-minded federal politicians and employees could use federal programs to solve the nation’s greatest problems in a way no other American institution could. This idea justified the federal government’s massive expansion: today, the federal government runs over 1,500 programs and employs over 5% of the U.S. workforce. Yet federal results do not match Progressive expectations. Three key problems – “windfall politics”, “the government surcharge”, and “complexity failure” – overlooked by American Progressives explain the federal government’s consistent failures. American Progressive’s rosy-eyed view of human nature and political institutions have not been borne out by the evidence. In an era of substantial political fermentation and debate, rediscovering and re-applying American Republicanism represents the best path forward for the United States. The federal government should retain many necessary responsibilities but turn over those where it has failed – for social welfare, federally provided services, and retirement savings among others – to the country’s state governments, civil society, and individual citizens respectively.

That the president uniquely represents the national interest is a political truism, yet this idea has been transformational, shaping the efforts of Congress to remake the presidency and testing the adaptability of American constitutional government. The emergence of the modern presidency in the first half of the twentieth century transformed the American government. But surprisingly, presidents were not the primary driving force of this change—Congress was. Through a series of statutes, lawmakers endorsed presidential leadership in the legislative process and augmented the chief executive’s organizational capacities. But why did Congress grant presidents this power? In Power Shifts, John A. Dearborn shows that legislators acted on the idea that the president was the best representative of the national interest. Congress subordinated its own claims to stand as the nation’s primary representative institution and designed reforms that assumed the president was the superior steward of all the people. In the process, Congress recast the nation’s chief executive as its chief representative. As Dearborn demonstrates, the full extent to which Congress’s reforms rested on the idea of presidential representation was revealed when that notion’s validity was thrown into doubt.
