The Open Society Foundation for South Africa began its work in 1993, as the country was preparing for its first democratic elections the following year. But George Soros, chair and founder of the Open Society Foundations, had already been engaged in South Africa. In 1979 he launched a scholarship program for black South African students to study at the University of Cape Town-his first ever venture into philanthropy. And in 1987, Soros provided financial support for a first dialogue between South African business and political leaders seeking to dismantle the apartheid system. The new Foundation supported efforts to build a more just society in South Africa-providing funding for both civil society groups and government initiatives such as the provision of housing, an important deliverable for the government of President Nelson Mandela. Over the years, groups partly funded by the Foundation have taken a leading role in efforts to realize the rights promised by South Africa’s progressive constitution-including the right to education, healthcare, and housing. Today, many of the projects and organizations the Foundation supports focus on protecting the constitutional rights of minorities who are forced to the edge of society-refugees, sex workers, and LGBT communities-and on promoting transparency and accountability in the state and private sector. Since its earliest days, the Foundation has also strongly supported efforts to give all South Africans equal access to the protections of the law.

Developments in digital media in South Africa are densely intertwined with political factors. The government has sought to be the driver of digitization, but it has also caused repeated delays in digital roll-out. In addition, the government has contradictory interests such as promoting competition while also favoring large enterprises in which it has controlling or monopoly shares. The challenges are very great in terms of bringing access to digital benefits across a large landmass, in which more than a third of people live in rural areas, even more are too poor to be an attractive market for advertisers, and where diverse people use than 12 mother tongues. In the absence of success by the state in promoting digitization, the media system remains mainly mainstream and analog, apart from the rapidly growing business of digital satellite pay-TV. Radio has the greatest reach in society and, within this sector, community radio is making strides. Pluralism of ownership and an increase in broadcasting stations has occurred, but by using analog rather than digital means. Print is shrinking in terms of sales, although its share of advertising has been holding up. Digitization is therefore unfolding in an environment which will continue to determine its characteristics. It is unlikely to facilitate major change in media and news, although it can be expected over time to expand choice and enable new entrants, on a scale that will attract--but also limit--attempts at political control.

Traditional, national and medium-specific regulatory models in communications policy in the East and West have become outdated. New, medium-neutral and internationally oriented regulatory models are replacing them. This book discusses how these new regulatory models can contribute to the emergence of an open society -- that is, a society in which all have access to society's information and communication resources in a non-discriminatory and affordable way. Experts from the Faculty of Journalism of Moscow State University, The Amsterdam School of Communications Research (ASCoR) of the University of Amsterdam, and other experts from Finland, the United Kingdom and Belgium address this question.
