The transformation of higher education is not only a comprehensive process, but also a radical one. Furthermore, it is a precipitous process - almost daily are shifts of emphasis and new issues which dominate the higher education debate. In the second chapter this paper will give an insight in the South Africa's system of higher education during apartheid with a special focus on the role that the state played, as this makes clear the reason for any transformation. When discussing the transformation of South Africa's higher education system, the first item of business involves changing the racial complexion of university student and staff profiles. Therefore it is necessary to discuss access policies for students and affirmative action programmes concerning staff policies. In the fourth chapter future perspectives, such as distance learning programmes, and challenges will be considered that universities in South Africa are facing nowadays. The centre of attention are the miscellaneous influences on the higher education system. Access to higher education and the prospect of obtaining a higher education qualification through full-time contact institutions seems a remote reality for the majority of black South Africans who were denied opportunities for higher education during apartheid. The majority of this group is either in full-time employment, part-time employment, temporary posts, unemployed and at most unemployable. This book opens up the debate on the open distance learning (ODL) mode of teaching and learning. The book is written in user-friendly English accessible to professionals in higher education and ODL as well as the non-professional layman. The book debates among others, the critical issues of access to higher education in South Africa. It offers ODL as a viable alternative to millions of South Africans who were denied opportunities to study in higher education by past policies of apartheid. The book puts across ODL as a viable mode of access to higher education qualifications that are accredited by South Africa's Qualifications Authority (SAQA) and are recognized by the country's labor market. The book tackles the sensitive but necessary issue of assessment in ODL. It discusses best practices in ODL and offers justifications for ODL practitioners to align their practice with internationally recognized benchmarks and examples of best practice. The book explores the sensitive issues of pass rates and throughput rates in ODL. Given their very nature as higher education institutions whose student clientele is mature working adults, ODL institutions' qualifications completion targets tend to be more relaxed and extended than their full-time contact higher education institutions counterparts. Invariably throughput rates in ODL institutions are perceived to be very poor. The book opens up debates on the dynamics of ODL pass rates and throughput rates. It explores the notions of throughput rate and pass rate and interrogates the nuances of perceived ODL poor rates. South Africa continues to be an object of fascination for people everywhere interested in social justice issues, postcolonial studies and critical race theory as manifested by the enormous worldwide attention given to the #RhodesMustFall movement. In this book, Teresa Barnes examines universities’ complex positioning in the apartheid era and argues that tracing the institutional legacies left by pro-apartheid intellectuals are crucial to understanding the fight to transform South African higher education. A work of interpretive social history, this book investigates three historical dynamics in the relationship between the apartheid system and South African higher education. First, it explores how the legitimacy of apartheid was historically reproduced in public higher education. Second, it looks at ways that academics maneuvered through and influenced national and international discourses of political freedom and legitimacy. Third, it explores how and where stubborn tendrils of apartheid-era knowledge production practices survived into and have been combatted during the democratic era in South African universities.
