Employment systems consist of complex arrays of formal and informal rules that structure the relationships between employees and employers. There are many different types of employment systems. Some are specified in considerable detail in collectively bargained quasilegal employment contracts, while others are left to discretion. This book describes the latter type of employment system-one in which there is an active market for knowl edge and skills. This is the salaried employment system of ForestCo-a large multiplant manufacturing company in the forest products industry. Here, supervisors and managers actively adjust the jobs and persons under their authority to meet the market, social, and institutional forces that influence the activities and performance of their departments. The study of employment systems is a relatively recent phenomenon, and few prior studies or theories were found to guide this investigation. Neither the scope nor the components of employment system studies are yet established. The field is confused and contested. Nevertheless, there is related literature which can be used to focus attention on different features of employment systems. One emerging body of work that holds the most promise for the study of employment systems is internal labor market (lLM) theory.

Excerpt from Length of Service and the Operation of Internal Labor Markets Our work on the operation of enterprise internal labor markets has produced very strong evidence that at least the within-grade or within-job fraction of the observed return to years of company service (40 to 80 percent of the total return to company service in the settings for which we have seen data) cannot be explained on the basis of an underlying relationship between service and productivity. Furthermore, we have collected survey data which imply that years of service play a significant role in promotion decisions for a very large fraction of our country's workforce; for those employees, the cross - grade or cross - job earnings differential associated with service must also be considered at least in part a return to service per se. It would thus appear that junior workers are typically paid less, and senior workers more, than the value of their marginal product. One might expect this sort of deferred compensation scheme to be accompanied by constraints on firms' ability to cheat workers out of the return promised for the second half of their work lives; we have gathered evidence that senior employees at most u.s. Firms do in fact enjoy substantial protection against being involuntarily terminated. Our results raise the intriguing question of why_senior workers receive higher earnings than their junior peers, even though they are no more productive. The economic performance of a national economy, as shown by indicators such as the rate of unemployment and inflation, is heavily dependent on the operation of its external and internal labour markets. From this standpoint the book focuses on the functions of internal labour markets and their interaction with external labour markets, comparing those of the Japanese and Western styles. The differing mechanisms of internal labour markets are examined by a strong range of international contributors from Japan, North America and Europe.

This paper presents a summary of the evidence which has recently been collected concerning the role of length of service in the operation of internal labor markets. It argues that these data are inconsistent with the human capital model of the experience-earnings and experience-layoff relationships. The paper concludes by asserting that if we are ever to fully understand the role of service, newdata are needed

The dynamic character of American industrialization produced imbalances between the supply of and demand for labor across cities and regions. This book describes how employers and job-seekers responded to these imbalances to create networks of labor market communication and assistance capable of mobilizing the massive redistribution of population that was essential to maintain the rapid pace of the nation's economic growth between the Civil War and World War I. It combines a detailed description of the emerging labor market institutions with a careful analysis of a variety of quantitative evidence to assess the broader economic implications for geographic wage convergence and for American economic growth. Despite an expansion in the geographic scope of labor markets at this time, the evidence suggests that labor market institutions reinforced regional divisions within the United States and left a lasting impact on the evolution of many other aspects of the employment relationship.

A distinguished roster of contributors considers the state of the art of the field at the turn of the 21st century and charts an ambitious agenda for the future. Following what the editors describe as an `evolutionist' approach to the study of labor markets, the chapters address issues of continuity and discontinuity in a wide range of topics including: markets and institutional structures; employment relations and work structures; patterns of stratification in the United States; and public policies, opportunity structures, and economic outcomes.

Japanese labour market practices have attracted considerable attention in the West for two reasons. Firstly, innovative human resource management (HRM) is responsible for the development of competitive industrial sectors. Secondly, inner flexibility of the labour market has produced low unemployment and wage flexibility. This study, originally published in 2000, provides a thorough investigation of the distinctive features of Japanese internal labour markets (ILM) and occupational labour markets (OLM), closely analyses important changes in ILM and considers future developments. It combines a mixture both of descriptive and of theoretical and econometric work and builds on the authors' wel- known previous research in this area. Also contains a detailed case study and the econometric analysis of HRM policies used by a large Japanese firm. Although the focus is on Japanese ILM, international comparisons are made throughout, mainly with reference to Europe and the United States.

Challenging the prevailing idea that labor markets are governed by universal economic processes, this significant work argues instead that labor markets develop in tandem with social and political institutions, and thus function in locally specific ways. Focusing on the complex social processes that lie at the heart of the labor market, the author offers a provocative new perspective and proposes new ways of conducting research in the area.
