This report examines the European Structural Fund, looking at the administrative burden of operating the Fund, and the future of the Fund with the oncoming enlargement of the EU. The European Social Fund is part of the general European Structural Funds, and has the remit to improve employability of individuals across the European Union, particularly people with difficulties in finding work, in which the Fund is used to improve employment prospects through training as well as countering social exclusion. The Fund is the responsibility of the Department for Work and Pensions, though the administration of the Fund is conducted by Government Offices and devolved bodies. The Committee recommends that: administration of the Fund should be examined to see if it can be made easier and cheaper through co-financing projects; that a comparison should be made between the areas that administer the Fund through co-financing, and those that do not; that a fast track procedure should be developed for small grant applications (less than £50,000); that a detailed statistical analysis of awarding grants is needed and also a tightening and streamlining of claims for the Fund is required and that an overall study of the total administration costs should be done.
