In life, delegation is fundamental. But it is difficult, especially when attempted internationally, as in the long delegation chains to the United Nations family and other global governance structures. There, much hinges on the design of delegation relationships. What prompts another entity to fall in line — and if it does not, what can be done? For international organizations, the conventional answer is simple: when designing institutions, member-states endow themselves with stringent control mechanisms, such as monopolization of financing or vetoes over decision-making in the new body. But as Tana Johnson shows, the conventional answer is outdated. States rarely design international organizations alone. Instead, negotiations usually involve international bureaucrats employed in pre-existing organizations. To unveil these overlooked but pivotal players, Organizational Progeny uses new data on nearly 200 intergovernmental organizations and detailed accounts of the origins of prominent and diverse institutions — the World Food Program, United Nations Development Program, International Energy Agency, Intergovernmental Panel on Climate Change, Financial Action Task Force, Joint United Nations Program on HIV/AIDS. When international bureaucrats have a say, they often strive to insulate new institutions against the usual control mechanisms by which states steer, monitor, or reverse organizational activities. This increases control costs for states, is difficult to roll back, and even produces bodies that powerful countries initially opposed. The result is a proliferation of organizational progeny over which national governments are literally losing "control". Johnson explores what this means for the democratic nature of global governance and how practitioners can encourage or staunch this phenomenon. Governing the Embedded State integrates governance theory with organization theory and examines how states address social complexity and international embeddedness. Drawing upon extensive empirical research on the Swedish government system, this volume describes a strategy of governance based in a metagovernance model of steering by designing institutional structures. This strategy is supplemented by micro-steering of administrative structures within the path dependencies put in place through metagovernance. Both of these strategies of steering rely on subtle methods of providing political guidance to the public service where norms of loyalty to the government characterize the relationship between politicians and civil servants. By drawing upon this research, the volume will explain how recent developments such as globalization, Europeanization, the expansion of managerial ideas, and the fragmentation of states, have influenced the state's capacity to govern. The result is an account of contemporary governance which shows the societal constraints on government but also the significance of close interaction and cooperation between the political leadership and the senior civil servants in addressing those constraints.

Excerpt from Liberty and Law: Or Outlines of a New System for the Organization and Administration of Federative Government In the course of thirty-five years' practice of the law, I have had many opportunities to observe the operations of our Federative form of government, and of our different State constitutions and laws, upon the welfare, rights, and liberties of the citizens for whose benefit they were ordained and enacted. A careful study has convinced me that the main danger to the permanence of our Federative republican institutions lies, firstly, in an originally deficient machinery of State and Federal organization; and, secondly, in a misconception on the part of our governments, State and Federal, of their full duties under the law. To the former defects we owe the outbreak of the late war, which, under a properly constructed machinery of State and Federative governments, would never have occurred; to the latter we owe the growth of those powerful monopolies that, in conjunction with Ignorance and impurity, - alternately supporting and deriving support from these,- threaten every form of liberty that has grown dear to us. The demoralization consequent upon the late war has hastened the general recognition of tills latter defect in our political organization, by developing the powers of those monopolies in our midst to an extent which makes the danger threatened by them directly perceptible to every citizen. It would have been useless at any previous period in our history to expose these sores on our political body and prescribe their cure, But I think tile time has come now when the minds of the people arc ripe for a thorough reorganization of our State and Federative governments, leaving the grand idea of their founders untouched in the main, but. supplying the elements that are needed in order to remove the disorders which must otherwise undermine their life. It may be objected that it is too bold a task to sketch even the mere outlines of such an organization, and I readily concede that no higher one can engage the mind of man, than to delineate such a plan through all its features, State, Federal, and International. Nor can I say anything in deprecation, except that the thought of this work has engaged the best part of my life, and accompanied me throughout all my experience of legal practice and a careful study of civilizations, of hygiene, and past and contemporary history.
