In recent years, the term ‘diaspora’ has been more frequently used to characterise peoples existing away from their homelands. Khachig To¨- lo¨lyan, editor of the journal Diaspora, asserts that ‘the term that once described Jewish, Greek, and Armenian dispersion now shares meanings with a larger semantic domain that includes words like immigrant, expatriate, refugee, guest-worker, exile community, overseas community, [and] ethnic community’. Generally speaking, then, this mosaic of Indian identities abroad is presented as the mirror of India itself. India is diverse, and so too are its migrants. It is acknowledged that Indian migrants abroad tend to reproduce their own religions, family patterns, and cultures as much as possible. One is the prefix ‘Indian’. And the other is the term ‘dia-spora’. The implication of the first is that there is a single India with its people, who are somehow united under one flag. This is far from obvious. India has been described as a ‘nation and its fragments’ or an ‘invented nation.

People’s transnational mobilities, their activities to build homes in their countries of residence and their connectivities have resulted in multiplicities of belonging to encountered, imagined and represented communities operating within various political contexts. Migrants and their descendants labor to form and transform relations with their country of origin and of residence. People who see their origins in India but are now living elsewhere are a case in point. They have been establishing worldwide home places, whose growing number and vibrancy invite reconsideration of Indian diasporic communities and contexts in terms of ‘India(s) beyond India.’ Issues of belonging in Indian diasporas include questions of membership not only in the nation of previous and present residence and/or the nation of origin, but also in other communities and networks in political, economic, religious and social realms at local, regional or global levels. Yet, belonging – and especially simultaneous belonging – to various formations is rarely unambiguous. Rather, belonging in all its modes may entail dilemmas that arise from inclusions and exclusions. Bearing in mind such processes, the contributions to this volume endeavor to provide answers to the question of what kinds of difficulties members of Indian communities abroad encounter in connection with their identifications with and participation in specific collectivities. The underlying argument of all the essays collected is that members of Indian diasporas develop strategies to cope with the dilemmas they face in connection with their sense of belonging to particular communities, while they are subjected to specific power relationships. Thus, the volume sheds light on the ways in which dilemmas of belonging are being negotiated in intercultural fields.

In the past few decades, and across disparate geographical contexts, states have adopted policies and initiatives aimed at institutionalizing relationships with "their" diasporas. These practices, which range from creating new ministries to granting dual citizenship, are aimed at integrating diasporas as part of a larger "global" nation that is connected to, and has claims on the institutional structures of the home state. Although links, both formal and informal, between diasporas and their presumptive homelands have existed in the past, the recent developments constitute a far more widespread and qualitatively different phenomenon. In this book, Latha Varadarajan theorizes this novel and largely overlooked trend by introducing the concept of the "domestic abroad." Varadarajan demonstrates that the remapping of the imagined boundaries of the nation, the visible surface of the phenomenon, is intrinsically connected to the political-economic transformation of the state that is typically characterized as "neoliberalism." The domestic abroad must therefore be understood as the product of two simultaneous, on-going processes: the diasporic re-imagining of the nation and the neoliberal restructuring of the state. The argument unfolds through a historically nuanced study of the production of the domestic abroad in India. The book traces the complex history and explains the political logic of the remarkable transition from the Indian state's guarded indifference toward its diaspora in the period after independence, to its current celebrations of the "global Indian nation." In doing so, The Domestic Abroad reveals the manner in which the boundaries of the nation and the extent of the authority of the state, in India and elsewhere, are dynamically shaped by the development of capitalist social relations on both global and national scales.
