Latin America's recent development performance calls for a multidisciplinary analytical tool kit. This handbook accordingly adopts a political-economy perspective to understand Latin American economies. This perspective is not new to the region; indeed, this volume consciously follows the approach pioneered by political economist Albert O. Hirschman a half century ago. But the nature of the political and economic processes at work in Latin America has changed dramatically since Hirschman's critical contribution. Military dictatorships have given way to an uneven democratic consolidation; agricultural or primary-product producers have transformed into middle-income, diversified economies, some of which are leading examples of emerging markets. So, too, the tools of political-economy have developed by leaps and bounds. It is therefore worthwhile to take stock of, and considerably extend, the explosion of recent scholarship on the two-way interaction between political processes and economic performance. A unique feature of the book is that it begins with a group of chapters written by high-level academic experts on Latin American economics and policies who also happen to be current or past economic policy makers in the region, including Fernando Henrique Cardoso (former president of Brazil), Andr?s Velasco (former Chilean finance minister), Luis Carranza (former Peruvian finance minister), Mart?n Redrado (former governor of the Argentina central bank) and Luciano Coutinho (president of Brazil's national development bank). These contributors draw upon their academic expertise to understand their experience in the trenches of policy making.

Latin America has been central to the main debates on development economics, ranging from the relationships between income inequality and economic growth, and the importance of geography versus institutions in development, to debates on the effects of trade, trade openness and protection on growth and income distribution. Despite increasing interest in the region there are few English language books on Latin American economics. This Handbook, organized into five parts, aims to fill this significant gap. Part I looks at long-term issues, including the institutional roots of Latin America's underdevelopment, the political economy of policy making, the rise, decline and re-emergence of alternative paradigms, and the environmental sustainability of the development pattern. Part II considers macroeconomic topics, including the management of capital account booms and busts, the evolution and performance of exchange rate regimes, the advances and challenges of monetary policies and financial development, and the major fiscal policy issues confronting the region, including a comparison of Latin American fiscal accounts with those of the OECD. Part III analyzes the region's economies in global context, particularly the role of Latin America in the world trade system and the effects of dependence on natural resources (characteristic of many countries of the region) on growth and human development. It reviews the trends of foreign direct investment, the opportunities and challenges raised by the emergence of China as buyer of the region's commodities and competitor in the world market, and the transformation of the Latin America from a region of immigration to one of massive emigration. Part IV deals with matters of productive development. At the aggregate level it analyzes issues of technological catching up and divergence as well as different perspectives on the poor productivity and growth performance of the region during recent decades. At the sectoral level, it looks at agricultural policies and performance, the problems and prospects of the energy sector, and the effects on growth of lagging infrastructure development. Part V looks at the social dimensions of development; it analyzes the evolution of income inequality, poverty, and economic insecurity in the region, the evolution of labor markets and the performance of the educational sector, as well as the evolution of social assistance programs and social security reforms in the region. The contributors are leading researchers that belong to different schools of economic thought and most come from countries throughout Latin America, representing a range of views and recognising the diversity of the region. This Handbook is a significant contribution to the field, and will be of interest to academics, graduate students and policy makers interested in economics, political economy, and public policy in Latin America and other developing economies.

Around the world, familiar ideological conflicts over the market are becoming increasingly territorialized in the form of policy conflicts between national and subnational governments. Thanks to a series of trends like globalization, democratization, and especially decentralization, subnational governments are now in a position to more effectively challenge the ideological orientation of the national government. The book conceptualizes these challenges as operating in two related but distinct modes. The first stems from elected subnational officials who use their authority, resources, and legitimacy to design, implement, and defend subnational policy regimes that deviate ideologically from national policy regimes. The second occurs when these same officials use their authority, resources, and legitimacy to question, oppose, and alter the ideological content of national policy regimes. The book focuses on three similarly-situated countries in Latin America where these two types of policy challenges met different fates; neither challenge succeeded in Peru, both succeeded in Bolivia, and Ecuador experienced an intermediate outcome marked by the success of the first type of challenge (i.e. the defence of a deviant, neoliberal subnational policy regime) and the failure of the second (i.e. the inability to alter a statist national policy regime). Derived from the in-depth study of these countries, the book's theoretical argument emphasizes three critical variables: 1) the structural significance of the territory over which subnational elected officials preside, 2) the level of institutional capacity they can harness, and 3) the strength of the societal coalitions they can build both within and across subnational jurisdictions.
