Passed in 2000, the United Nations Security Council Resolution 1325 and subsequent seven Resolutions make up the Women, Peace, and Security (WPS) agenda. This agenda is a significant international normative and policy framework addressing the gender-specific impacts of conflict on women and girls, including protection against sexual and gender-based violence, promotion of women's participation in peace and security processes, and support for women's roles as peace builders in the prevention of conflict and rebuilding of societies after conflict. During the first decade of the twenty-first century, the rising demand for peacekeepers saw the United Nations (UN) operate at a historically unprecedented tempo, with increases in the number and size of missions as well as in the scope and complexity of their mandates. The need to deploy over 120,000 UN peacekeepers and the demands placed upon them in the field have threatened to outstrip the willingness and to some extent capacity of the UN's Member States. This situation raised the questions of why states contribute forces to UN missions and, conversely, what factors inhibit them from doing more? Providing Peacekeepers answers these questions. Civil wars have caused tremendous human suffering in the last century, and the United Nations is often asked to send peacekeepers to stop ongoing violence. Yet despite being the most visible tool of international intervention, policymakers and scholars have little systematic knowledge about how well peacekeeping works. Peacekeeping in the Midst of War offers the most comprehensive analyses of peacekeeping on civil war violence to date. With unique data on different types of violence in civil wars around the world, Peacekeeping in the Midst of War offers a rigorous understanding of UN intervention by analysing both wars with and without UN peacekeeping efforts. It also directly measures the strength of UN missions in personnel capacity and constitution. Using large-n quantitative analyses, the book finds that UN peacekeeping missions with appropriately constituted force capacities mitigate violence in civil wars. The authors conclude by analyzing the broader context of UN intervention effectiveness, and conclude that peacekeeping is a more generally effective way to reduce the human suffering associated with civil war.

United Nations peacekeepers currently play a crucial role in international responses to threats to peace and security across the globe. Since 1948 the UN has been involved in over 60 peacekeeping operations. In 2009 alone over 100,000 individuals are deployed on such missions. Recent years have seen an increasing emphasis on local ownership in United Nations peacekeeping. Advocates assert that it boosts the legitimacy and sustainability of peacekeeping by helping to preserve the principles of self-determination and non-imposition in an activity that can contravene them. However, whether this assertion holds in practice has not been backed up by careful conceptual and empirical analysis. This book fills this gap by mapping the discourse, understandings, and operationalization of local ownership in UN peacekeeping, both from the perspective of the UN and local actors. Drawing on the case of the UN peacekeeping operation in DR Congo and a number of other cases, it shows that despite its regular invocation of local ownership discourse, the UN operationalizes ownership in restrictive ways that are intended to protect the achievement of operational goals but which consequently limit self-determination and increase external imposition on the host country. This gap between the rhetoric and reality of ownership suggests that the UN uses local ownership primarily as a discursive tool for legitimation, one intended to reconcile conflicting normative and operational imperatives that it faces. However, because its actions do not match its rhetoric, the UN's attempts to generate legitimacy through discourse appear to fall flat, particularly in the eyes of local actors, and because of contradictions in the ways that the UN operationalizes local ownership, it also inhibits the achievement of its operational goals as well.
