This book examines the way in which peace is conceptualized in IR theory, a topic which has until now been largely overlooked. The volume explores the way peace has been implicitly conceptualized within the different strands of IR theory, and in the policy world as exemplified through practices in the peacebuilding efforts since the end of the Cold War. Issues addressed include the problem of how peace efforts become sustainable rather than merely inscribed in international and state-level diplomatic and military frameworks. The book also explores themes relating to culture, development, agency and structure. It explores in particular the current mantras associated with the 'liberal peace', which appears to have become a foundational assumption of much of mainstream IR and the policy world. Analyzing war has often led to the dominance of violence as a basic assumption in, and response to, the problems of international relations. This book aims to redress the balance by arguing that IR now in fact offers a rich basis for the study of peace.

While many have argued in the past decade that peace and conflict studies must engage more with local actors and communities, and scholars regularly describe the importance of local context and culture for building sustainable peace, there are substantial challenges methodologically to fulfilling this ‘local turn’. Many peace and conflict studies scholars are inexperienced with methods appropriate for engaging with local communities, contexts and cultures, and many of the important institutions in the field, from key journals to important funders, exhibit a continuing preference for quantitative studies. The Ethnographic Peace Research (EPR) agenda has recently been developed in response to these challenges and is one of the key avenues to providing a methodological complement to the more theoretically-focused local turn literature. This volume explores the application of the EPR approach in a number of post-conflict and conflict-affected societies around the world. While some chapters take a largely theoretical approach, most consider the practical application and the different kinds of methods that may be useful components of an EPR project. Together, the authors provide new insights into the benefits, challenges, and ethics of the emerging EPR agenda. This book explores the meaning of peace according to (some of) the people who make it. Based on some 200 interviews, it empirically studies the visions of peace that professional peaceworkers from the Netherlands, Lebanon and Mindanao (Philippines) are working on. As such, it seeks to add a strong empirical element to the debate on liberal peacebuilding. The main argument of the book is that amongst practitioners, there is no liberal peace consensus at all. Rather, peace professionals work on a distinct set of peaces, that differ along four dimensions. In five case study chapters, the operational visions of peace held by Dutch military officers, diplomats and civil society peace workers, as well as civil society peace workers from Lebanon and the Philippines are explored and compared to each other. Differences are observed along both geographical and professional lines, but also within each group.
