During the first two years of the COVID-19 pandemic, social policy was one of the most important strategies used by governments to help mitigate the crisis. European Social Policy and the COVID-19 Pandemic: Challenges to National Welfare and EU Policy provides an encompassing and longer-term analysis of the social policy responses of European countries, as well as the European Union (EU), to the challenges of the pandemic. The book asks in which direction the European welfare states, on the one hand, and EU social policy, on the other, are developing as a result of the pandemic with respect to polity, politics, and policy instruments. European Social Policy and the COVID-19 Pandemic addresses several questions, such as what medium- and long-term effects will the current social policy crisis responses have on the different welfare states? This edited book provides a first overview of how populist parties responded to the COVID-19 pandemic crisis in Europe. Although populism would normally benefit from crisis situations (e.g., political representation or economic crises), the peculiar nature of this health crisis does not make the benefit obvious. For it to be exploited, a crisis must be politicized. While populists have tried to take advantage of the crisis situation, the impossibility of taking ownership of the COVID-19 issue has made the crisis hard to be exploited. In particular, populists in power have tried to depoliticize the pandemic, whereas radical right-populists in opposition tried to politicize the crisis, though failing to gain the relevant public support. This book considers populist parties in eight European democracies, providing a framework of analysis for their responses to the COVID-19 crisis. It does so by engaging with the literature on crisis and populism from a theoretical perspective and through the lens of the politicization process.

The Coronavirus pandemic has had a severe impact on the member states of the European Union (EU). In addition to the health impact, the Union’s economies will fall into recession as a result of the lockdown and other measures taken to contain the virus. After an uncertain initial reaction, the EU’s main institutions have coordinated deliveries of medical aid and provided a substantial financial package to assist the recovery of the European economies. Nevertheless, the crisis poses many questions about the Union’s future role in the world. Based on a complex legal order, the EU’s external relations reflect the economic power of the world’s largest single market. However, although the Union has used trade to great effect in deals with third countries, the member states still have much to do to develop effective EU foreign and defense policies. Most crucially, the Union’s global strategy depends on maintaining the current multilateral order in cooperation with other great powers. When EU member states signed the Treaty of Lisbon in 2007, they did not anticipate the manifold crises in store for them over the following years. Instead of the intended consolidation of a Union which had just gone through its most profound modernisation and biggest round of enlargements, the EU has since then had to weather a wide range of political, economic, social, legal, health and even military crises with major repercussions within and beyond its own territory. Indeed, this time of polycrisis has induced change on many levels: Across the continent and its many fora of European supra-, trans- and international collaboration, established institutions, rule systems and normative frameworks have been put into question and power balances have been shifting.
