The sources of the Papua conflict are grouped into four sets of issues. First, is the problem of the marginalization of indigenous Papuans, and the discriminatory impacts on them resulting from the economic development of, political conflicts in, and mass migrations to Papua since 1970. To respond to this problem, an affirmative policy of recognition must be developed to empower indigenous Papuans. The second issue is the failure of development, particularly in the fields of education, health, and people's economic empowerment. This requires a new paradigm of development, focused on improving public services for the welfare of indigenous Papuans in the villages. The third main problem is the contradictions that exist between Papuan and Jakartan constructions of political identity and history. This problem can only be settled through dialogue, along the lines of the dialogue that was conducted for Aceh. The fourth issue is accountability for past state violence toward Indonesian citizens in Papua. For this, a road to reconciliation must be cleared, on which courts of human rights and the disclosure of the truth are the means of choice for law and justice to be upheld in Papua, for the victims and their families in particular, and all Indonesian citizens of Papua in general. The above four issues and agendas can be woven together to form a mutually interrelated policy strategy for comprehensive long-term resolution of the Papuan conflict. The atmosphere of Reformasi, and the existence of the accommodative Law No. 21/2001 on Special Autonomy (UU Otsus), a responsive central government, as well as the very large size of Papua's budget, lead the LIPI team to have faith that the problems of Papua can be resolved with justice, peace and dignity.

?Without Irian Jaya [Papua], Indonesia is not complete to become the national territory of the Unitary Republic of Indonesia.? In recalling this statement of President Sukarno, her father, Megawati Sukarnoputri gave voice to the essence of the nationalists? conception of Papua?s place in Indonesia and its importance. Indonesia today confronts renewed Papuan demands for independence nearly three decades after Jakarta thought it had liberated the Papuans from the yoke of Dutch colonialism. Indonesia?s sovereignty in Papuan has been contested for much of the period since Indonesia proclaimed its independence??challenged initially by the Netherlands and since 1961 by various groups within Papuan society. This study argues that even though Indonesia has been able to sustain its authority in Papua since its diplomatic victory over the Netherlands in 1962, this authority is fragile. The fragility of Jakarta?s authority and the lack of Papuan consent for Indonesian rule are both the cart and the horse of the reliance on force to sustain central control. After examining the policies of special autonomy and the partition of Papua into three provinces, the authors pose the question: If Jakarta is determined to keep Papua part of the Indonesia nation??based on the consent of the Papuan people??what changes in the governance of Papua are necessary to bring this about?This is the fifth publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.

This study examines the ways in which large-scale migration and rapid economic change have fueled separatism and ethnic conflict in Papua. It presents an analysis of recent census data showing that three quarters of a million migrants from other parts of Indonesia have resettled in the territory since 1970 either through official transmigration programs or as unsponsored economic migrants. Based on this analysis, the study illustrates how rapid modernization and demographic change have resulted in the displacement and dislocation of Papua?s indigenous population, provoking Papuan resentment and demands for independence. But rapid social change has not only spurred ethnonationalist mobilization; it has also generated ethnic and tribal tensions within Papua. Growing competition for land and resources between settlers and Papuans has given rise to persistent social conflict in Papua. The threat now looms that this social conflict could trigger a larger outbreak of communal and ethnic violence as in neighboring areas. So far Papua has proved relatively resistant to efforts to foment widespread conflict. It remains unclear, however, whether the government can address the deep-seated sense of Papuan resentment leading to alienation and conflict. It could do so by reversing many of its divisive policies and redoubling its efforts to bring services to remote indigenous communities. In the absence of such initiatives, continuing inflows of migrants into the province may well overwhelm the mechanisms for social management that have so far kept conflict from spiraling out of control.This is the thirteenth publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.

This thesis examines causes and contexts of conflict in the Papua province of Indonesia. The Papua conflict is categorized as an ethno-political conflict as groups of Papuan ethnics raise some incompatible issues about the government of Indonesia. They are expressing their political ideas with various actions from rebellion to non-violent political campaigns. The Indonesian government, at the same time, has chosen various policies from counter-insurgency to accommodation. The counter-insurgency policies, however, have escalated the conflict and regenerated more grievances to the Papuans that increase international concerns. Thus, this thesis argues for a peaceful resolution over the Papua conflict through negotiation and accommodation. The thesis also expects the active engagement of the civil society at the local, national, and international levels.

The Papuan conflict has been on the international radar screen since Indonesia became an independent state in 1945. Since the surrender of the territory of Papua to Indonesia in 1962, a low-intensity military conflict has been building. Most Papuans believed that their right to self-determination was sacrificed on the altar of geopolitics. Later, when East Timor seceded peacefully from Indonesia, Papuans expected the same right. When this did not happen, the conflict intensified. In this pivotal work, Bilveer Singh examines the history of the Papuan struggle, and approaches to conflict resolution through the framework of its geopolitical implications. Asserting that the Papuans were treated unjustly by Indonesia and the international community, it is not surprising that many have come down squarely on the side of Papuan independence as a way out of the imbroglio. While to some extent the Papuan's case cannot be denied, definite political and strategic realities should not be ignored. Unfortunately for the Papuans, their territory has immense geopolitical, geostrategic, and economic significance - not only for Indonesia, but also for others such as the United States, China, Australia, and a number of European countries. Papua is wealthy, under-populated and backward in terms of human resource development. Its future as a distinct entity is in real danger as the Papuans are becoming the minority in their own homeland. Due to the asymmetry of power, the Papuans' struggle has not made a breakthrough that would force Indonesia to rethink the future of the territory in any fundamental way. In order to unravel the dynamics involving Papuan separatism, this study describes the Papuan political landscape. Singh explains what makes Papua unique, and how its makeup has affected the territory's political dynamics. He analyzes the emergence of Papua as a geopolitical trophy, calling into question the degree to which Papuan nationalism has crystallized. Finally, he questions whether Papua is emerging as a regional flashpoint, and, in view of its geopolitical importance, the various options available. State-sponsored torture and peacebuilding encapsulate the essence of many of the current conflicts in Indonesia. Papua in particular provides a thought-provoking example of the intricacy and complexity of building peace amidst enduring conflict and violence. This book examines the complex power relations that have constructed the gruesome picture of the fifty-year practice of torture in Papua, as well as the ongoing Papuan peacebuilding movements that resist the domineering power of the Indonesian state over Papuans. Conceptualising ‘theatres of torture and peace’, the book argues that torture in Papua is performed in public by the Indonesian state in order to communicate its policy of terror towards Papuans - it is not meant for extracting information, gaining confessions or exacting punishment. A Torture Dataset is provided, codifying evidence from a broad range of cases, collected through sensitive interviews. In examining the data, the author crafts a new, more holistic framework for analyzing cases of torture and employs an interdisciplinary approach integrating three different theories: Foucault’s theory of governmentality and sovereignty, Kristeva’s theory of abjection and Metz’s theory of memoria passionis (the memory of suffering). The book successfully establishes a new understanding of torture as ‘public theatre’ and offers a new perspective of strengthening the existing Papuan peacebuilding framework of Papua Land of Peace. It will be of interest to academics working on Southeast Asian Studies, Peace and Conflict Studies, Transitional Justice, Peacebuilding, Human Rights and Anthropology of Violence.
