Christopher Reich: "Outstanding! A beguiling, atmospheric, and entirely entertaining novel that promises intrigue and suspense from the very first page. Inspector Mazarelle is a wonderful creation: a world weary, gimlet-eyed detective who must rouse himself for one last case. I expect to see him one day in the pantheon of greats alongside Poirot, Maigret, Brunetti and Zen." —Christopher Reich, New York Times bestselling author of Rules of Deception In a Berlin hotel room in the late 1990s, two former French intelligence agents hire Klaus Reiner, a ruthlessly effective killer, to eliminate an American industrialist vacationing in southwestern France. Reiner easily locates his target in the small Dordogne village of Taziac, but the hit is compromised when three innocent people are in the wrong place at the wrong time. Enter Inspector Paul Mazarelle. Formerly of Paris but now living in Taziac, the inspector is charged with bringing his experience and record of success in the capital to bear on the gruesome quadruple homicide at the height of tourist season. Both Mazarelle’s investigation and Reiner’s job become complicated when Molly, a New York City district attorney and daughter of two of the victims, arrives to identify the bodies and begins asking questions. All evidence points to Ali Sedak, a local Arab handyman, but Mazarelle and Molly have doubts, forcing Reiner to return to Taziac to ensure they see things as he arranged them. Little does anyone in the picturesque French countryside know how politically charged this crime is: its global ramifications, stemming from the NATO bombing of the Chinese embassy in Belgrade, could overshadow everything. Tailored in crisp prose, this tantalizing and skillfully written thriller possesses all the luxury refinements of the best international intrigue. Jay’s novel chills, excites, and engrosses, pitting a smooth, calculating villain against an earthy, sympathetic Frenchman whose twilight career is suddenly heating up. "Jay’s entertaining first novel pays homage to George Simenon and his legendary detective, Inspector Maigret.... The main draw is the charming, indomitable Inspector Mazarelle, who enjoys puffing on his old pipe, stopping for cognac in the middle of the day, and dining on sausages and lentils or his favorite dish, duck confit, at the Café Valon. Mystery fans will look forward to seeing more of him in the promised sequel." —Publishers Weekly "Gerald Jay has woven threads of police procedural, espionage, rural noir, ‘acts of barbarism,’ and Gallic charm into a story that will be a great fit for almost any crime fan." —Booklist, starred review

This study gives an overview of the obligations of flag States and the control of their compliance with such obligations. It outlines the main obligations as to maritime safety and security as well as marine pollution prevention under international as well as European law and shows the still existing enforcement deficits vis-a-vis non-complying flag States as well as substandard ships. Some of the main developments to counter these deficits such as the Voluntary Member State Audit Scheme on the IMO level or the Third Maritime Safety Package on the EU level are taken into account.

Special Offer: Water Framework Directive Series Set. Visit www.iwapublishing.com to buy all four titles including Volume 3 and save £100! Water resources planning and management and the development of appropriate policies requires methodologies and tools that are able to support systematic, integrative and multidisciplinary assessments at various scales. It also requires the quantification of various uncertainties in both data and models, and the incorporation of stakeholders participation and institutional mechanisms into the various tools and risk assessment methodologies, to help decision makers understand and evaluate alternative measures and decisions. This requirement has been explicitly recognised in the context of the European Union Water Framework Directive (WFD). This book is one of the concrete outcomes of the Harmoni-CA concerted action (supported by the European Commission). It provides a framework for model-supported participatory planning of measures at various river basin scales and practical guidance to water managers and other interested stakeholders on the model-supported implementation of the WFD. The objective of the book is to offer guidance to water managers on the model-supported implementation of the Water Framework Directive at the level of a river basin district and at other levels (such as sub-basins, national, or international scale in the case of international river basins). It should help water managers to better understand how models may be used for planning purposes, while special attention is given to the problem of predicting an uncertain future, one very likely to differ from the present. Six case studies from different parts of Europe are provided to illustrate the practical applicability of the planning framework in the WFD implementation. They are very important for illustrating how concepts from earlier parts of the document are applied to real-world situations. The case studies cover several aspects of mesoscale river basin management, water quantity and quality issues, and the role of modelling, with two case studies located in pilot river basins. This text is intended for use by water managers and hydrologists engaged in the implementation of the Water Framework Directive. The other three volumes in the Water Framework Directive Series are: Modelling Aspects of Water Framework Directive Implementation - Volume 1 edited by Prof. Peter A. Vanrolleghem Integrated Assessment for WFD implementation: Data, economic and human dimension - Volume 2 edited by Peter A. Vanrolleghem Decision support for WFD implementation - Volume 3 edited by Peter A. Vanrolleghem

Taking over 10 years to develop, the new EU Water Framework Directive is the most significant legal instrument in the water field to emerge from Brussels for some time and will have a profound effect on how water is managed in Europe over the next 25 years. The book outlines its basic features. It explains how the current approach to water management will have to change in order that European Member states and those countries currently in accession negotiations can meet the requirements of the directive, describing a number of examples of current practices as possible systems which could be used in the new approach. The concept of river basin management is outlined, and the potential institutional problems associated with implementing such a system are discussed including the problems associated with cross-border river basins, a common situation in Europe. Examples of existing river basin authorities and international collaboration are given as possible models. The directive requires the establishment of programmes of measures to improve water status. Some countries already use such a concept, and examples are quoted. As a result of its implementation, the directive aims to achieve good water status in all natural surface waters and groundwater in 15 years. For surface waters, the definition of 'good' is based on a new concept of 'ecological quality' taking into account biology, chemistry and their physical features. For groundwater, it includes quantitative status. The approach taken is an integrated one which has to consider all the naturally occurring and human factors which affect the waters. The difficulties of interpretation of the new concept of 'ecological water status' are discussed and some of the examples of current biological and chemical classification schemes that are used in Europe are examined. The directive also alters the way in which pollution is to be controlled - the 'combined' approach. This concept is explained. The EU Water Framework Directive: An Introduction is an invaluable source of guidance on the implementation of the Water Framework Directive for all those concerned with water management including water quality planners and scientists, pollution control and environmental staff in the water and wastewater industries and environmental regulators who all have to adapt to the new approach to their work. Ending The Vietnam War written by Cheng Guan Ang and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2005-06-28 with History categories.

Existing studies of the Vietnam War have been written mostly from an American perspective, using western sources, and viewing the conflict through western eyes. This book, based on extensive original research, including Vietnamese, Chinese and former Soviet sources, tells the story of the war from the Tet offensive in 1968 up to the reunification of Vietnam in April 1975. Overall, it provides an important corrective to the predominantly US-centric narratives of the war by placing the Vietnamese communists centre-stage in the story. It is a sequel to the author's Routledge Curzon book The Vietnam War From the Other Side, which covers the period 1962-68.

Derived from the renowned multi-volume International Encyclopaedia of Laws, this book provides ready access to legislation and practice concerning the environment in Cyprus. A general introduction covers geographic considerations, political, social and cultural aspects of environmental study, the sources and principles of environmental law, environmental legislation, and the role of public authorities. The main body of the book deals first with laws aimed directly at protecting the environment from pollution in specific areas such as air, water, waste, soil, noise, and radiation. Then, a section on nature and conservation management covers protection of natural and cultural resources such as monuments, landscapes, parks and reserves, wildlife, agriculture, forests, fish, subsoil, and minerals. Further treatment includes the application of zoning and land-use planning, rules on liability, and administrative and judicial remedies to environmental issues. There is also an analysis of the impact of international and regional legislation and treaties on environmental regulation. Its succinct yet scholarly nature, as well as the practical quality of the information it provides, make this book a valuable resource for environmental lawyers handling cases affecting Cyprus. Academics and researchers, as well as business investors and the various international organizations in the field, will welcome this very useful guide, and will appreciate its value in the study of comparative environmental law and policy.
