"Generations of political scientists argue that American politics needs strong, cohesive parties to function effectively. Yet more recently, many worry that such vigorous partisan sentiments--most notably, the rising hostility between the parties--can damage democracy, as partisans willingly undermine the system if it means stopping their disliked opponents. Is this the case? This book offers a nuanced evaluation of when and how partisan animosity matters in today's highly charged--but fluid--political environment, using data from two of the most tumultuous years in recent American history, 2019 to 2021. The authors show that partisan animus powerfully shapes political behaviors, but its effects are conditional, not constant. They develop a theory of the conditions that make partisan animosity most salient, and show that, in the absence of these, other thought processes take over. While partisan animosity makes democratic functioning more difficult (e.g., by politicizing seemingly non-political issues, undermining compromise), it does not inevitably lead to democratic erosion (e.g., the rejection of foundational democratic norms or the endorsement of violence). Partisan hostility has degraded American democracy, but it does not in itself represent an existential threat. The future of democracy depends on how politicians respond to the rise of animosity"--

In the United States, politics has become tribal and personalized. The influence of partisan divisions has extended beyond the political realm into everyday life, affecting relationships and workplaces as well as the ballot box. To help explain this trend, we examine the stereotypes Americans have of ordinary Democrats and Republicans. Using data from surveys, experiments, and Americans' own words, we explore the content of partisan stereotypes and find that they come in three main flavors—parties as their own tribes, coalitions of other tribes, or vehicles for political issues. These different stereotypes influence partisan conflict: people who hold trait-based stereotypes tend to display the highest levels of polarization, while holding issue-based stereotypes decreases polarization. This finding suggests that reducing partisan conflict does not require downplaying partisan divisions but shifting the focus to political priorities rather than identity—a turn to what we call responsible partisanship.

Since its publication in 1993, John Rawls's Political Liberalism has been central to debates concerning political legitimacy, democratic theory, toleration, and multiculturalism in contemporary political theory. Yet, despite the immense body of literature which has been produced since Rawls's work was published, very little has been said or written regarding the place of political parties and partisanship within political liberalism. This book aims to fill this gap in the literature. Its central argument is that political liberalism needs and nourishes political parties, and that political parties are therefore not hostile but vital to it. First, partisanship generates its own distinctive kind of political obligations, additional to any political obligations people may have qua ordinary citizens. Second, contrary to what many critics argue, and despite its admittedly restrictive features, Rawls's conception of public reason allows significant scope for partisan advocacy and partisan pluralism, and in fact the very normative demands of partisanship are in syntony with those of public reason. Third, parties contribute to the overlapping consensus that for Rawls guarantees stability in diverse societies. Fourth, political liberalism nourishes political parties, by leaving many issues, including religious and socio-economic ones, open to democratic contestation. In summary, parties contribute both to the legitimacy and to the stability of political liberalism.

As Washington elites drifted toward ideological poles over the past few decades, did ordinary Americans follow their lead? In The Partisan Sort, Matthew Levendusky reveals that we have responded to this trend—but not, for the most part, by becoming more extreme ourselves. While polarization has filtered down to a small minority of voters, it also has had the more significant effect of reconfiguring the way we sort ourselves into political parties. In a marked realignment since the 1970s—when partisan affiliation did not depend on ideology and both major parties had strong liberal and conservative factions—liberals today overwhelmingly identify with Democrats, as conservatives do with Republicans. This “sorting,” Levendusky contends, results directly from the increasingly polarized terms in which political leaders define their parties. Exploring its far-reaching implications for the American political landscape, he demonstrates that sorting makes voters more loyally partisan, allowing campaigns to focus more attention on mobilizing committed supporters. Ultimately, Levendusky concludes, this new link between party and ideology represents a sea change in American politics.

As migration alters the southern political landscape, partisan battle lines will be drawn between the Democrat-leaning areas of growth and the increasingly Republican areas of decline and stagnation. The Democratic Party is gaining support in the South, but the prevailing explanations of partisan shift fail to capture how and why this transformation has come about. In Movers and Stayers, Irwin Morris develops a new theory that explains the Democrats' renewed influence in the region and empirically demonstrates the influence of population growth. As Morris shows, migratory patterns play a significant role in politics, and urbanization is driving polarization in the South. Those who move to cities--the "movers" of Morris's framework--do so for jobs, and they tend to be progressive, young, well-educated Democrats. Their liberal views tend to be reinforced by the diversity of the communities in which they choose to live, and their progressivism fosters similar values among long-term residents. At the same time, "stayers" (long-term residents) absorb the consequences--or "community threat"--of this large-scale migration. While white stayers tend to become more conservative, the effects on voter behavior play out differently across racial lines.
