The First World War was a period of turbulent and unprecedented political upheaval that witnessed contrasting fortunes for Britain's major political parties. This book demonstrates how the Conservative Party was able to respond effectively in these years by refining a wartime patriotism that ensured its unity as a party, helped define its electoral fortunes and shaped ideological cohesion. Concepts of patriotism determined not only attitudes to the prosecution of the war, to voluntary and forced military enlistment, but also to class politics, Irish Unionism, democratic reform and the relationship between citizen and state. Fundamental conclusions about modern Conservatism emerge: its organic ideological genesis into a property-defending party; its peculiar willingness and capacity to adapt not only to the immense challenges of 'total war', but also to the new political climate awakened by the conflict. Conservatism was therefore at once flexible and ideological. Filling the historiographical gap created by an overemphasis upon its rival Liberal and Labour parties, and using previously unused party sources, this study sheds new light on many aspects of the war, of Conservative Party history and its regeneration following three disastrous general election defeats in succession, and of British politics in the twentieth century.

Excerpt from Party and Patriotism, or the Degeneracy of Politics Attention, the only question worth attending to for the moment, is how they are to regain self government. Nothing stands in the way of their emancipation except party badges, long since become meaningless, superstitious sub servience to a leader who has gone over to the enemy, miserable competitions for place, and the personal jealousies which long indulgence in partisan squabbling has engendered. If the sword now hanging over this country should fall, the'disaster will be due not to Mr. Parnell or Mr. Gladstone, for both together would be powerless against a single wave of genuine patriotism, but to the wretched vices of our own. After 1945, state patriotism of the communist regimes in Eastern Europe was characterized by the widespread use of national symbols. In communist Hungary the party (MKP) widely celebrated national holidays, national heroes, erected national statues, and employed national street names. This 'socialist patriotism' had its origin in the 'national line' of the Comintern, established on Soviet instructions following the German invasion of the Soviet Union. At that time Stalin called the parties of the Comintern to oppose the Germans by issuing the call for national liberation. This policy continued after 1945 when, as an aid in the struggle for power, the MKP presented itself as both the 'heir to the traditions of the nations' and the 'only true representative of the interest of the Hungarian people'. Paradoxically however, the Soviet origins of the national line were also one of the main obstacles to its success as the MKP could not put forward national demands if these conflicted with Soviet interests. Martin Mevius' pioneering study reveals that what had started as a tactical measure in 1941 had become the self-image of party and state in 1953 and that the ultimate loyalty to the Soviet Union worked to the detriment of the national party - the MKP never rid itself of the label 'agents of Moscow'.

The Second World War was a watershed moment in foreign policy for the Labour Party in Britain. Before the war, British socialists had held that nationalism was becoming obsolete and that humanity was steadily evolving towards the ideal of a single world government. The collapse of the League of Nations destroyed this optimistic vision, compelling Labour to undertake a fundamental review of its entire approach to foreign affairs during a period of unprecedented global crisis. This book traces the controversy that ensued, as the British democratic left set about the task of defining the principles of a radically new international system for the postwar world. The schemes proposed by Labour policymakers during these years encompassed a wide variety of political institutions aiming at the restraint or supersession of the sovereign nation-state. What they shared in common, however, was a reconceptualization of British identity, in which the hyper-patriotism of the wartime period blended with the left's traditional internationalism. This new 'muscular' internationalism was to have a major impact upon the evolution of entities as diverse as the United Nations Organizations, the British Commonwealth and the accelerating campaign in favor of European unity after Labour assumed the reins of government in 1945. Breaking with the traditional accounts that place Cold War tensions at the centre of the Attlee government's activities in the immediate postwar years, R.M. Douglas's book provides an entirely new framework for reassessing British foreign policy and left-wing concepts of national identity during the most turbulent moment of Britain's modern history. This book will be essential reading for all students and researchers of British foreign policy, the Labour Party and international relations.
