This edited collection brings together researchers from education, human geography, sociology, social policy and political theory in order to consider the idea of the ‘pedagogical state’ as a means of understanding the strategies employed to re-educate citizens. The book aims to critically interrogate the cultural practices of governing citizens in contemporary liberal societies. Governing through pedagogy can be identified as an emerging tactic by which both state agencies and other non-state actors manage, administer, discipline, shape, care for and enable liberal citizens. Hence, discourses of ‘active citizenship’, ‘participatory democracy’, ‘community empowerment’, ‘personalised responsibility’, ‘behaviour change’ and ‘community cohesion’ are productively viewed through the conceptual lens of the pedagogical state. Chapters consider the spaces of schools, universities, the voluntary sector, civil society organisations, parenting initiatives, the media, government departments and state agencies as fruitful empirical sites through which pedagogy is worked and re-worked. This book was originally published as a special issue of Citizenship Studies.

In most countries in the world, school education is the business of the state. Even if forms and functions differ, the imparting of elementary knowledge is universally regarded as a public function. Yet this is neither self-evident nor self-explanatory. The degree of involvement of state agencies in the supervision, financing and organization of the school system sometimes varies so much that the usual assumption of a common understanding of ‘the state’ seems to be an illusion. Making international comparisons and focusing strongly on the historical conditions of the current form of state education, this volume paints a nuanced picture of how the relationship between ‘education’ and ‘state’ has been and is conceptualized. Insights into this relationship are gained by considering and analysing both specific processes such as financing and bureaucracy; and conceptual ideas, for example community, authority, and political utopias. The book presents comparative studies and analyses of regional and local conditions, arguing that the history of each country or region is critical to educational success, and the relationship between the education and the state must be reconsidered, both internationally and historically, in order to be of actual conceptual value. Rodríguez argues that while there is no shortage of excellence in some of the schools and communities that struggle the most, there is a pedagogical void, or an Excellence Paradox, that has disallowed excellence from being used as a potential tool to transform the culture of education. This book offers an additive framework for committed stakeholders and outlines six key observations including the contagious nature of excellence, excellence as a responsibility, the political viability of excellence, the additive possibilities of excellence, the role of excellence as a curricular and pedagogical tool, and the role of excellence in working toward equity and social justice in education. Rodríguez discusses a series of case studies that have used Excellence Campaigns to organize, define, and recognize their own excellence. The book also discusses the possibilities of excellence beyond education and proposes a new role in education to make excellence happen: Excellence Engineers. The book concludes with a theory of action that is necessary for excellence to thrive in the twenty-first century.
