How the power of peers and peer culture shapes individual behavior and future success For decades, parents across America have asked their kids, “If your friends jumped off a bridge, would you?” The answer is, “Duh, yes.” Peers, as parents well know, have a tremendous impact on who their kids are and what they will become. And even while they insist otherwise, parents know that they’re largely powerless to change this. But the effect of peers is not just a story about kids; peers can also affect adult behavior—they affect what we do and who we are well into old age. Noted sociologists Syed Ali and Margaret M. The influence of peers could play an important role in the take up of social programs. However, estimating peer effects has proven challenging given the problems of reflection, correlated unobservables, and endogenous group membership. We overcome these identification issues in the context of paid paternity leave in Norway using a regression discontinuity design. Our approach differs from existing literature which attempts to measure peer effects by exploiting random assignment to peer groups; in contrast, we study peer effects in naturally occurring peer groups, but exploit random variation in the "price" of a social program for a subset of individuals. Fathers of children born after April 1, 1993 in Norway were eligible for one month of governmental paid paternity leave, while fathers of children born before this cutoff were not. There is a sharp increase in fathers taking paternity leave immediately after the reform, with take up rising from 3% to 35%. While this quasi-random variation changed the cost of paternity leave for some fathers and not others, it did not directly affect the cost for the father's coworkers or brothers. Therefore, any effect on the brother or the coworker can be attributed to the influence of the peer father in their network. Our key findings on peer effects are four-fold. First, we find strong evidence for substantial peer effects of program participation in both workplace and family networks. Coworkers and brothers are 11 and 15 percentage points, respectively, more likely to take paternity leave if their peer father was induced to take up leave by the reform. Second, the most likely mechanism is information transmission about costs and benefits, including increased knowledge of how an employer will react. Third, there is essential heterogeneity in the size of the peer effect depending on the strength of ties between peers, highlighting the importance of duration, intensity, and frequency of social interactions. Criminological research has largely neglected the possibility that positive peer influence is a potentially powerful source of social control. Quantitative methods tease out cause, effect, and spuriousness in the relationship between peer delinquency and personal delinquency, but these methods do little or nothing to reveal how and why peers might influence each other toward--or away from--deviance. Costello and Hope take a first step toward uncovering the mechanisms of peer influence, drawing on quantitative and qualitative data collected from two convenience samples of university students. Their quantitative analyses showed that positive peer influence occurs most frequently among those who associate with the most deviant peers and self-report the most deviance, contrary to predictions drawn from social learning theories. Their qualitative data revealed a variety of methods of negative influence, including encouraging deviant behavior for others' amusement, a motive for peer influence never before reported in the literature.

Educational opportunities determine the intergenerational mobility of human capital and are affected by institutional features of schooling systems. The aim of this paper is twofold. It intends to show how strongly student performance depends on student background at two important stages in a student's life as well as to explain cross-country differences in educational opportunities by schooling institutions. A difference-in-differences estimation approach is applied to control for country-specific effects. The results imply that educational opportunities decrease with student age in most countries. However, the attitude of parents seems to become more important while the impact of social origin decreases. A greater differentiation of the schooling system as indicated by streaming and private schools is associated with a greater effect of social background while more instruction time limits the impact of social origin on student performance. Higher school autonomy increases the impact of parental influence.

Individual outcomes are highly correlated with group average outcomes, a fact often interpreted as a causal peer effect. Without covariates, however, outcome-on-outcome peer effects are vacuous, either unity or, if the average is defined as leave-out, determined by a generic intraclass correlation coefficient. When pre-determined peer characteristics are introduced as covariates in a model linking individual outcomes with group averages, the question of whether peer effects or social spillovers exist is econometrically identical to that of whether a 2SLS estimator using group dummies to instrument individual characteristics differs from OLS estimates of the effect of these characteristics. The interpretation of results from models that rely solely on chance variation in peer groups is therefore complicated by bias from weak instruments. With systematic variation in group composition, the weak IV issue falls away, but the resulting 2SLS estimates can be expected to exceed the corresponding OLS estimates as a result of measurement error and other reasons unrelated to social effects. Randomized and quasi-experimental research designs that manipulate peer characteristics in a manner unrelated to individual characteristics provide the strongest evidence on the nature of social spillovers. As an empirical matter, designs of this sort have uncovered little in the way of socially significant causal effects.
