Excerpt from The Peoples Manual and Hand-Book of Popular Government The Government of the United States, being a representative Republic, secures rights to, and imposes duties and responsibilities upon, each citizen, peculiar and important alike to the citizen and the Government. The principle on which the Government is founded - that the sovereignty is in the people, and the officers of the Government are only their servants, or agents - demands that the people shall sufficiently comprehend who their several agents are, and what duties they have a right to demand from each, to be able to judge intelligently of their official action, and the manner of its performance. As any citizen may be called upon to hold office under the Government, knowledge of official duty, official rights, and mode of action, is an obligation resting alike on the citizen and official. These considerations suggest the necessity for the present work, which is intended as an analysis of the Government, in its several branches, departments, and divisions, with a general outline of the duties incumbent on each department and the officers therein. The limits of the work forbid an exhaustive discussion of the several topics, but within its scope it will be found accurate and reliable. It is intended for popular, rather than for professional, use. From the dual character of the Government, the subject is necessarily divided into the National and State Governments, and treated in that order. In each branch of the Government - National and State - there is a law-making, or Legislative power, a law-applying, or judicial power, and a law-executing, or executive power. These furnish necessary divisions of each branch. The duties to be performed in each of these are so numerous and diversified as to necessitate their sub-division into departments, offices, &c., each one charged with specific labors and armed with appropriate powers and rights. These departments and offices, with the general duties belonging to each, the several officers and employes therein, with their duties, powers, mode of appointment, term of service, emoluments, &c., are treated in order. Excerpt from Government and People: An Introduction to the Study of Citizenship In recent years the increasing scope of State activity, the urgent problems connected with the war, and the extension of the franchise to millions of new voters, have led to a growth of interest in training for citizenship. It is coming to be recognized that if the vote is to be used to the best purpose, if the most enlightened policy is to gain popular support, a deliberate effort must be made to prepare the mass of the people for the work of self-government. The training includes two different activities: firstly, experience of community life, with a view to promoting a wide social, as distinct from a sectional, consciousness; and secondly, a study of society in general, and the facts and principles of government in particular. In the former line a great amount of experiment and organization has already taken place. Some experiments, such as the scouting movement, have met with remarkable success, and certain of them - e. g. the Junior George Republic and the Little Commonwealth - have disclosed almost startling possibilities. In this volume we are concerned with the second branch of activity, the study of government, and this branch is almost as important as the other. The mere stimulation of interest in public affairs may even be dangerous unless it is under proper guidance. Uninformed public spirit may, in Harrington's phrase, "spit fire and blow up castles;" whereas the same impulse based on adequate knowledge is more likely to lead to constructive reform. Excerpt from Finance in China A product of the most impracticable idealism, the Republic of China is now confronted with the most tangible questions of finance, and although recent developments have tended towards the reversion of the Government to old time methods, the questions to be solved to-day are more insistent and more difficult than they ever have been in China's history. The Government is now subject to pressure from within and without. Ever since the beginning of free foreign intercourse, the problem of finance, especially public finance, has been very acute, and the difficulty of making governmental income and expenditure meet has been increasing day after day. The glorious isolation of China and the contempt with which the Emperors and the people of the country treated foreigners are memories of the past. Conditions have changed almost woefully for her; partly on account of the stupid, innate pride of the governing class, and partly on account of ignorance, things have been left to drift and the Government and the people find themselves in a position in which they are almost at the mercy of the nations whom they once despised. It is beyond the scope of the present volume to discuss the political aspect of the deterioration of the Government of China, but that the incapacity and weakness of the government were due to bad finance is on all hands admitted. It is an argument in a vicious circle; the government of the country has become weak on account of bad finance, and the finance of the country has become bad on account of weak government.
