"How will China use its increasing military capabilities in the future? China faces a complicated security environment with a wide range of internal and external threats. Rapidly expanding international interests are creating demands for the People's Liberation Army (PLA) to conduct new missions ranging from protecting Chinese shipping from Somali pirates to evacuating citizens from Libya. The most recent Chinese defense white paper states that the armed forces must 'make serious preparations to cope with the most complex and difficult scenarios ... so as to ensure proper responses ... at any time and under any circumstances.' Based on a conference co-sponsored by Taiwan's Council of Advanced Policy Studies, RAND, Carnegie Endowment for International Peace, and National Defense University, [this book] brings together leading experts from the United States and Taiwan to examine how the PLA prepares for a range of domestic, border, and maritime contingencies. The book includes chapters on how the PLA, domestic security forces, and the civilian government conduct contingency planning and how military commanders can draw upon national-level military assets and mobilize civilian resources to execute their plans. Substantive chapters assess PLA planning for potential domestic contingencies such as suppressing internal unrest, border contingencies involving India, Myanmar, North Korea, Afghanistan, and Central Asia, and maritime contingencies in both the near and the far seas. Authors also examine PLA preparations and performance in disaster relief, counterpiracy, and noncombatant evacuation operations. Improving PLA capabilities are giving Chinese leaders new options to respond to domestic and international crises, but the PLA still has significant limitations in projecting and sustaining power, especially in contested environments." -- Back cover.

All militaries have a responsibility to plan for contingencies, and China's military, the People's Liberation Army (PLA), is no exception. PLA contingency planning takes place primarily within the General Staff Department's (GSD's) First Department, also known as the GSD Operations Department. China's seven military regions participate in drafting and reviewing the plans relevant to their areas of responsibility, albeit under heavy supervision from the GSD. U.S. joint doctrine defines a contingency as "a situation that likely would involve military forces in response to natural and manmade disasters, terrorists, subversives, military operations by foreign powers, or other situations." U.S. doctrine distinguishes between deliberate planning (advance preparation of campaign and contingency plans in non-crisis situations) and crisis action planning (rapid planning in response to a developing incident or situation). Deliberate planning is typically used to develop campaign and contingency plans for a broad range of activities based on requirements identified in strategic guidance for military commanders. Crisis action planning is conducted with less advance warning (hours, days, or up to 12 months) and focuses on developing alternative courses of action or refining existing campaign or contingency plans to adapt to current circumstances. Through extensive primary source analysis and independent analysis, this report seeks to answer a number of important questions regarding the state of China’s armed forces. The authors found that the PLA is keenly aware of its many weaknesses and is vigorously striving to correct them. Although it is only natural to focus on the PLA’s growing capabilities, understanding the PLA’s weaknesses—and its self-assessments—is no less important.

This updated volume is of special relevance in light of the profound changes occurring within the Chinese People's Liberation Army (PLA). China's desire to develop a military commensurate with its diverse interests is both legitimate and understandable. The challenge for U.S. Pacific Command (USPACOM) is to understand how China will employ this growing military capability in support of its interests. The book addresses the uncertainty surrounding the potential direction of the PLA by examining three distinct focus areas: domestic, external, and technological drivers of PLA modernization; alternative futures for the PLA; and, Implications for the region, world, and U.S.-China relations. The analysis provides an insightful perspective into the factors shaping and propelling the PLA's modernization, its potential future orientation ranging from internally focused to globally focused, and how the PLA's choices may impact China's relations with its neighbors and the world. Audience: Military personnel, policy analysts, lawmakers, and foreign officers in the Asia Pacific region may find many insights in this book pertaining to the development of the Chinese People's Liberation Army under the leadership of Chinese President, Xi Jinping. High school, community college, and undergraduate university students pursuing coursework and research for United States 1945- Present, global studies, and world history classes may find this text helpful for classroom debates about the expansion of the Chinese military role. Graduate students may find this work helpful for International Relations, Chinese Studies, and Global Affairs coursework in the pursuit of a Master's Degree program in these areas. The contributions contained herein address the role of the Chinese military in shaping its country's security environment. Of course, the PLA itself is shaped and molded by both domestic and foreign influences. In the first decade of the 21st century, the PLA is not a central actor in China's foreign policy the way it was just a few decades ago. Nevertheless, the significance of the PLA must be understood. The military remains a player that seeks to play a role and influence China's policy towards such countries and regions as the United States, Japan, the Koreas, Southeast Asia, South Asia, and of course, Taiwan. It is important not to overlook that, in times of crisis or conflict, the role and influence of the PLA rise significantly.

The Chinese People's Liberation Army (PLA) is the largest army in the world. China is predicted to be on the brink of overtaking the USA as the world's largest economy, and China's military capabilities and global ambitions are the single greatest long-term pre-occupation of Western governments. The PLA has progressed steadily – if slowly – since its creation in 1949, from a mass army of unsophisticated infantry limited to 'human wave' tactics into a highly sophisticated force with wide capabilities. The most recent reforms (1989 to the present day) have been made possible by massive economic liberalization, and have seen not only the modernization of all the armed forces but the beginnings of global outreach, even including Chinese participation in UN peace-keeping missions to Africa, the Middle East, and Haiti. Featuring rare photographs and specially commissioned color artwork, this study explores the developing structure, organization, equipment, appearance, and character of the Chinese People's Liberation Army from its creation until today.

Chinese Civil Military Relations written by Nan Li and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2010-04-05 with History categories.

This new book addresses three key issues: What has changed in Chinese civil-military relations? What can account for changes? And what are the implications for Chinese security policy and strategic behaviour? It tackles these questions by sharply assessing civil-military dynamics in elite politics; such dynamics in national security and arms control policy; relations between commanders and political commissars; relations between the PLA and society; civil-military dynamics regarding defence economics and logistics; and such dynamics regarding dual-use technologies and defence industry. These analyses build into the central theme that the emphasis of Chinese civil-military relations is shifting from politics to military tasks. This is an extremely important new development by a nation many predict to become a super power in the twenty-first century. This is therefore essential reading for all students and scholars of strategic and security studies, Chinese studies and international relations.
