The twenty years since the signing of the Maastricht Treaty have been marked by an integration paradox: although the scope of European Union (EU) activity has increased at an unprecedented pace, this increase has largely taken place in the absence of significant new transfers of power to supranational institutions along traditional lines. Conventional theories of European integration struggle to explain this paradox because they equate integration with the empowerment of specific supranational institutions under the traditional Community method. New governance scholars, meanwhile, have not filled this intellectual void, preferring instead to focus on specific deviations from the Community method rather than theorizing about the evolving nature of the European project. The New Intergovernmentalism challenges established assumptions about how member states behave, what supranational institutions want, and where the dividing line between high and low politics is located, and develops a new theoretical framework known as the new intergovernmentalism. The fifteen chapters in this volume by leading political scientists, political economists, and legal scholars explore the scope and limits of the new intergovernmentalism as a theory of post-Maastricht integration and draw conclusions about the profound state of political disequilibrium in which the EU operates. We explore the impact of the Maastricht treaty on fiscal and macroeconomic outcomes in the EU with the difference-in-difference methodology. Our dataset covers 23 OECD countries over the 1975-2006 period. EU 15 countries are classified as the treatment and eight non-EU OECD countries as the control group. The results indicate that the provisions in the Maastricht treaty have been either irrelevant or even harmful for fiscal and macroeconomic developments in the EU. Evidence for a detrimental impact of the Maastricht criteria is particularly strong for the period after the start of the third stage of EMU.

What makes people identify with Europe? To answer this question, this book analyzes the development and determinants of a common European identity among EU citizens from the Maastricht Treaty in 1992 to the recent financial and economic crisis. The author examines citizens’ identification with Europe for all EU member states, and systematically explores the theoretical and empirical implications of two turning points in the recent history of EU integration, namely the EU’s enlargement to Central and Eastern Europe in 2004/2007 and the financial and economic crisis that started in 2008. The book integrates theoretical approaches to European identity in sociology, social-psychology and EU public opinion research in a comprehensive model for explaining individual identification with Europe. The empirical analysis employs a multilevel framework to systematically assess the influence of individual characteristics and the political, economic, and social context on citizens’ feelings of identity. The long analysis period spanning from 1992 to the present allows inferences to be drawn about the long-term developments in the sources of European identification as well as the immediate impact of EU enlargement and the crisis on the determinants of European identification.

This paper attempts to measure the direct effects of the Maastricht criteria and the Stability Pact on growth and unemployment in the EU countries, and covers the period 1980-2001. The evidence from a panel empirical analysis suggests that growth was negatively influenced by the imposition of the Maastricht criteria, showing a fall of 0.5 percentage points on the growth of real output. Estimating the pre- and post-Maastricht periods separately, it was found that the increment of public debt affected both periods equally. However, the negative effects of the public deficit ratio and inflation rate are slightly stronger in the pre-Maastricht period. Nevertheless, the evidence shows that the higher fiscal discipline after Maastricht did not benefit the growth of real output. Exchange rate stability seems to have a negative effect on growth but interest rates did not seem to have any influence on the growth of real output. The unemployment analysis through growth confirms the idea that unemployment follows the economic cycle and that the fall in unemployment due to growth of real GDP was smaller in the post-Maastricht period. Our main conclusion is that the Maastricht criteria and the Stability Pact have been unfavourable to growth and unemployment in Europe, so we argue that a more flexible Stability Pact is now needed to stimulate aggregate demand and encourage productive investment in order to achieve full employment and a higher economic activity.

The post-Maastricht period is marked by an integration paradox. While the basic constitutional features of the European Union have remained stable, EU activity has expanded to an unprecedented degree. This form of integration without supranationalism is no exception or temporary deviation from traditional forms of European integration. Rather, it is a distinct phase of European integration, what is called 'the new intergovernmentalism' in this article. This approach to post-Maastricht integration challenges theories that associate integration with transfers of competences from national capitals to supranational institutions and those that reduce integration to traditional socioeconomic or security-driven interests. This article explains the integration paradox in terms of transformations in Europe's political economy, changes in preference formation and the decline of the 'permissive consensus'. It presents a set of six hypotheses that develop further the main claims of the new intergovernmentalism and that can be used as a basis for future research.
