Despite the volume of literature on the Persian Gulf and the Arab-Israeli conflict, few analysts have sought to establish the connection between the Gulf and the Levant. Bahgat argues that peace between the Arabs and the Israelis and stability in the Persian Gulf are intertwined, and as developments in one region are echoed in the other a dtente between the Persian Gulf states and Israel is essential to reach a lasting, comprehensive peace in the greater Middle East. Bahgat examines major economic, political, and strategic interactions among Tehran, Baghdad, and Riyadh on one side and Tel Aviv on the other to provide tentative assessments of the incipient changes in regional relations in the aftermath of Saddam and Arafat. The assessments include the prospects for relations between post-Saddam Iraq and Tel Aviv and the response of Tehran, Riyadh, and the other Arab states to the changing dynamics of the regional order. The likelihood of an emergent rapprochement between the Persian Gulf states and Israel and the prospects for progress in the Arab-Israeli peace process are also evaluated. Here Gawdat Bahgat examines the nation's growing dependence on fossil fuels--particularly oil--and the main challenges it faces in securing supplies from two energy-rich regions, the Persian Gulf and the Caspian Sea. He argues that long-term U.S. energy strategy must be built on diversity of both the fuel mix and the geographic origin of that fuel. It should include a broad combination of measures that would stimulate domestic production, provide incentives for conservation, promote clean technologies, and eliminate political barriers to world markets. Bahgat also contends, however, that the goal should not be energy independence, but finding new ways of managing dependence on oil supplies from abroad. He maintains that despite increasing reservoirs of oil and natural gas throughout the world, including the Caspian Sea, the Persian Gulf will continue to be the main source of U.S. fossil fuel. Bahgat analyzes both recent and historical challenges to the relationship between the United States and Saudi Arabia, the world's largest oil producer and exporter, including the Arab-Israeli peace process. He also discusses the hostility between the United States and Iraq and the tense relationship between the United States and Iran, including such sensitive topics as the proliferation of weapons of mass destruction and terrorism, as well as developments in the wake of September 11, 2001. This thesis argues that pragmatic, neorealist interests-reducing Iran's international isolation, opening avenues for economic cooperation and commercial exchange, restoring religious and cultural links, and safeguarding the mutually advantageous relationships with influential powers in the region- are the true foundations of Iranian national security and foreign policy decisionmaking. Iran's imperative has been-and still is-focused on the pragmatic national security interests of the nation-state model vice the ideological potential for spreading its brand of Islamic revolution abroad. The causes of these Islamic revolutionary groups, no matter how noble in the Iranian leaderships' eye, do not outweigh the more classic nation-state decisionmaking process that the Iranian government undergoes when it determines the best course of action on an issue of foreign policy and/or national security) realpolitik. It is the neorealist approach which always wins out in national security matters of a state. Presented are four case studies of Iranian relations with Azerbaijan, Turkey, Israel, and four Persian Gulf States (the United Arab Emirates, Bahrain, Oman, and Saudi Arabia). What each reveals is an Islamic Iran's whose policy decisions and actions compelled by the rational, state model of neorealism and not ideology.

Development of this text has been based on the notion that workforce education and development (WFED) systems—such as, secondary and postsecondary vocational and technical education (VTE), career education and guidance, human resource and organizational development (HROD), and adult training and retraining including literacy programs—have essential roles to play in supporting both individual and national efforts to successfully participate in and reap the benefits offered by globalization. While this assumption has intuitive appeal, not everyone believes that vocational preparation programs result in positive outcomes. Psacharopoulos (1997), an outspoken international critic of vocational education and training, argues that WFED programs often have a low rate of return on a country’s investment when compared to that of the general academic curriculum. He contends that WFED initiatives often fail because too much emphasis is placed on these efforts to address myriad complex issues, and that decision makers do not utilize the available evidence about VTE to make prudent, informed choices. Instead, major players in the global economy like the World Bank tout basic academic education as an essential priority for developing countries wanting to enter into global markets and exchange.
