This paper provides a general overview of the effects of structural adjustment programs on the poor. It turns to a specific country setting, Peru, as a means of illustrating the discussion. The depth of Peru's economic problems makes it likely that the Peruvian economy will have to undergo major adjustments in the near future. Among the options policy makers will consider are : realignment of the various exchange rates, trade liberalization, removal of price distortions, and reduction of government expenditures. The analysis presented here shows how household level data can be used to assess the effect of various policy options on the welfare of the poor. Several facts suggest that correcting many of the distortions affecting Peru's agricultural sector may not directly harm the poor. For Peru's urban sector, the case is more complicated. If food subsidies and taxes were dropped, the net (immediate) effect may well be favorable as the prices of wheat and wheat products, a major staple, would decline substantially. Other government programs, including those related to health and education, could be changed in ways that would benefit the poor, and in some cases, reduce overall public sector expenditures.

Seminar paper from the year 2017 in the subject Politics - Region: Middle and South America, grade: 1,5, University of Potsdam (Chair for Political Science, Public Administration and Organization), course: Government and Governance in Developing Countries, language: English, abstract: In this short paper, I followed a comparative case study approach to explore the reforms and reform outcomes in four different Latin-American countries during the 1980s. I chose Chile as a successful example of structural adjustment politics and Bolivia, Peru and Argentina as deviating cases to evaluate different reform success. My findings supported a case-by-case evaluation. It turned out that orthodox structural adjustment policies were implemented differently in every country due to country-specific political, historical and institutional features as well as an altering relationship to international financing institutions. Generally, orthodox reforms seemed to back economic stabilization but not necessarily structural economic adjustment. A review of the current state of literature showed differing explanations for varying reform success. While some researchers attribute failure to heterodox deviation, others see a too orthodox course or suggest an explanation by inappropriate time and place for the reforms. Further research will be needed to clarify causalities. It is suggested to put a stronger focus on underlying context-dependent reform drivers and stumbling blocks.

In Market Reform in Society he helpfully focuses our attention on how various societal groups are affected by different types of reform and how their responses in turn affect the state's subsequent pursuit of reform. As a country characterized by strong state autonomy and widespread disintegration of civil society and representative institutions during the 1990s when Alberto Fujimori was president, Peru serves as an excellent case for examining how collective actors can succeed in influencing the reform process. Arce compares reforms in three areas: taxation, pension privatization, and social-sector programs in poverty alleviation and health decentralization. Differences in the concentration or dispersion of costs and benefits, he shows, affected incentives for groups to form and engage in collective action for supporting, opposing, or modifying the reforms.

As in most of the rest of Latin America, Peruvian economic strategy has gone in something of a circle, from long-established orientation toward an open economy with minimal state intervention to a period of state-led development, then back again to what looks like the starting point. In the 1960s, the Peruvian people had their first real chance to make a democratic choice between continuation of the country's open-economy orientation or change, & they chose change. Using this as his starting point, Sheahan explains how their choice was not provoked by any economic crisis but by other major influences. The majority of Peruvians, he shows, were seeking objectives more fundamental than economic growth. They were, with conflicting visions but with many good reasons, "searching for a better society." While positive accomplishments have been important, enough went wrong to lead Peru back to a more market-determined economic system in 1990. Sheahan addresses the consequences of this return to the earlier economic strategy & what might be done to shape the process of development-in Peru & in Latin America more generally-toward less unfair societies. Searching for a Better Society is different from the great majority of economic studies of developing countries in its emphasis on the basic role of social dissatisfaction with the country's traditional liberal economic system & on the complexity of social goals involved in evaluation of the choice & consequences of economic policies.

This book provides an evaluation of Peruvian politics and economics in the 1990s, on the evidence available up until the end of 1997. The purpose is twofold: to detect continuities and discontinuities between the Fujimori period and earlier ones, and to offer an answer--however tentative--to the question of whether the Fujimori government has laid the basis for greater future stability. The answers to these questions are mixed. There appear to be more continuities than many suppose, even though 1990 in many ways was a 'turning point.' And while the Fujimori government helped provide a more stable context than the one it inherited, it is by no means clear that the changes it has brought about will prove sustainable over the longer run. The political model looks particularly brittle.
