At a time when Europe is growing together, cooperation between countries is becoming increasingly necessary. One of the main reasons for pursuing transnational spatial development is to attain a common understanding of the facts of spatial planning. Hence, the INTERREG III B project"COMMIN" sought to establish a common communication basis for the exchange of knowledge and experience in spatial planning and thus to foster and develop this understanding in the Baltic Sea region. Therefore, on the basis of a standardized structure the COMMIN project partners prepared basic information about institutional settings and spatial planning systems and compiled a glossary of key terminology in spatial planning accompanied by a varying range of fact sheets with respect to planning cases taken as examples. The readers will now find on www.commin.org the whole range of information covering the respective national languages as well as English translations, although in some countries official translations for these issues were lacking. The project partners were aware of the fact that each translation requires a balancing act between legal precision and communicable classification and, at the end, is a question of definition power and of different senses for semantics. The German text on hand (status December 2006) one information package out of eleven was prepared by a team comprising planners, lawyers, economists, and administrative academics. Actually no other publication treating this subject in English exists and it will hopefully contribute not only to understanding planning issues in Europe but also to transferring in this respect information and knowledge within the country. Anyway, being aware of differences between countries is a point of departure for the mutual understanding process.

If planning is understood to be about the nature of place, about the way in which we use land, and about the physical expression of the ordering of society, then it becomes apparent that planning as an activity cannot possibly be divorced from the general cultural traditions that inform it. By adopting theoretical approaches from the fields of management studies, cultural studies and anthropology, and by using culture as an organising principle, this book develops an innovative framework which provides better insights into what culture is about, what the relations are between culture and planning and how culture influences planning practices. It introduces a 'culturised planning model', consisting of the analytical dimensions: 'planning artefacts', 'planning environment' and 'societal environment', with which to discover the unconscious routines and assumptions, emotions and meanings attached to planning systems and the different concepts used in spatial planning systematically. This book explores the extent to which gendered approaches are evident and effective in spatial development in selected European countries. Beginning with an introduction to theories and concepts of gender, space and development, the book includes a brief historical review of gender in spatial planning and development throughout Europe in general, and an overview of different national frameworks in European countries, comparing legal, organisational and cultural similarities and differences. This is followed by a critical reflection on how simplifications and stereotypes of gender concepts are used in the practice of spatial development. The main part of the book offers a transnational discussion of planning practices on selected thematic topics. It starts with gender-sensitivity in urban master planning and at neighbourhood level referring to different types of planning manuals. Furthermore, the book focuses on gender-sensitive evaluation in urban planning as well as international agendas for sustainable development as a framework for a new generation of gender equality policies. The chapter authors assert that climate change, migration and austerity have threatened gender equality and therefore spatial development needs to be especially alert to gender dimensions.
