Professional politicians have increasingly come under public attack in most democratic countries. Yet they have received surprisingly little systematic attention in political science. This book demonstrates that there are both striking similarities between professional politicians in different countries and notable national peculiarities. The introduction develops a common conceptual framework for the chapters to follow. Using Mosca's term and Weber's seminal insights it reconstructs the concept of political class to grasp the degree of common interests shared by politicians of different parties and in different institutions. Thereby, it presents an innovative perspective on politicians. The twenty country chapters written by scholars from sixteen countries both provide up-to-date information on professional politics in their countries and discuss the merits of the theoretical approach. In doing so, they follow a common format thus facilitating a comparative reading of particular aspects. Each chapter looks at the historical process of professionalization, the institutional context of professional politics, the size of the political class in each country, typical career paths, the renumeration of politicians, and recent reform debates.

Amel Ahmed brings new historical evidence and a novel theoretical framework to bear on the study of democratization. Looking at the politics of electoral system choice at the time of suffrage expansion among early democratizers, she shows that the electoral systems used in advanced democracies today were initially devised as exclusionary safeguards to protect pre-democratic elites from the impact of democratization and, particularly, the existential threat posed by working-class mobilization. The ubiquitous use and enduring nature of these safeguards calls into question the familiar picture of democracy moving along a path of increasing inclusiveness. Instead, what emerges is a picture that is riddled with ambiguity, where inclusionary democratic reforms combine with exclusionary electoral safeguards to form a permanent part of the new democratic order. This book has important implications for our understanding of the dynamics of democratic development both in early democracies and in emerging democracies today.

This book helps explain one of the most intriguing and politically salient puzzles in comparative political economy: why some countries have much higher unemployment rates than others. Contrary to new classical economics the focus is on explaining distribution and equilibrium unemployment, and contrary to neo-corporatist theory the role of monetary policy and rational expectation is integral to the analysis. The book makes two central arguments. The first is that monetary policies affect equilibrium employment whenever wages are set above the firm level. The second argument focuses on the distributive effects of different institutions, and models institutional design as a strategic game between partisan governments and cross-class alliances of unions and employers.
