The deal signed with Hezb-e Islami in September 2016 was the Afghanistan government’s first major success at negotiating a peace agreement with an insurgent group. In return for Hezb’s renunciation of violence, the government promised to free Hezb prisoners, incorporate former insurgents into the security services, and resettle thousands of Afghan refugees living in Hezb-affiliated camps inside Pakistan. Most prominently, the agreement paved the way for Hezb-e Islami leader Gulbuddin Hekmatyar to return to Kabul after twenty years in exile. This new report examines how the deal was negotiated, what progress has been made on its implementation, and what lessons can be applied to prospective peace talks with the Taliban. The deal is a double-edged olive branch: it could lead to greater support from Pashtun old guard mujahideen leaders...and possibly spur direct talks with the Taliban, or it could snap back in new rounds of government infighting.

Political stability has been a central theme of policy for all governments and political systems in the history of modern Afghanistan. Since its inception in the mid-nineteenth century, the country experimented with a diverse succession of political systems and state ideologies matched by few other countries' political histories. In the span of less than nine decades since independence in 1919, the Afghan state was substantially restructured at least a dozen times. This volume looks at Afghanistan's historic relations with Central and South Asia, ethno-nationalism and development, Soviet occupation and transformation of relations with Pakistan, stability of the Islamic State and regional cooperation. It examines how Afghanistan's different political systems reformed and readjusted policies to make them more conducive to political stability. Yet political stability, at best, has remained a dream unrealized in Afghanistan.

In the Graveyard of Empires is a political history of Afghanistan in the “Age of Terror” from 2001 to 2009, exploring the fundamental tragedy of America’s longest war since Vietnam. After a brief survey of the great empires in Afghanistan—the campaigns of Alexander the Great, the British in the era of Kipling, and the late Soviet Union—Seth G. Jones examines the central question of our own war: how did an insurgency develop? Following the September 11 attacks, the United States successfully overthrew the Taliban regime. It established security throughout the country—killing, capturing, or scattering most of al Qa’ida’s senior operatives—and Afghanistan finally began to emerge from more than two decades of struggle and conflict. But Jones argues that as early as 2001 planning for the Iraq War siphoned off resources and talented personnel, undermining the gains that had been made. After eight years, he says, the United States has managed to push al Qa’ida’s headquarters about one hundred miles across the border into Pakistan, the distance from New York to Philadelphia. While observing the tense and often adversarial relationship between NATO allies in the Coalition, Jones—who has distinguished himself at RAND and was recently named by Esquire as one of the “Best and Brightest” young policy experts—introduces us to key figures on both sides of the war. The Hazaras of Afghanistan have borne the brunt of many of the destructive forces unleashed by the establishment of the Afghan monarchy in 1747. The history of their relationship with the Afghan state has been punctuated by frequent episodes of ethnic cleansing, mass dispossession, forced displacement, enslavement and social and economic exclusion. Mostly Shia in a country dominated by Sunni Muslims, and identifiable because of their Asian features, the Hazaras became Afghanistan's internal 'Other'. They look different and practice a different school of Islam in a country that is prone to internal conflict and the machinations of external powers.
