Over the postwar period, the scope of industrial policy has expanded markedly. Governments in virtually all advanced industrial countries have extended the visible hand of the state in assisting specific industries or individual companies. Although greater government involvement in some countries has lessened the dislocations brought about by slower growth rates, industrial policy has also caused or exacerbated a number of other problems, including distortions in the allocation of capital and labor and trade conflicts that undermine the postwar system of free trade. Only Japan is widely cited as an unambiguous success story. The effectiveness of its industrial policy is revealed in the successful emergence of one government-targeted industry after another as world-class competitors: for example, steel, automobiles, and semiconductors. Foreign countries fear that a number of still-developing industries—like biotechnology, telecommunications, and information processing—will follow the same pattern. But is industrial policy the main reason for Japan's economic achievements? The author asserts that the reasons for Japan's spectacular track record go well beyond the realm of industrial policy into broad areas of the political economy as a whole. In this book, the author attempts to identify the reasons for the comparative effectiveness of Japanese industrial policy for high technology by answering the following questions: What is the attitude of Japanese leaders toward state intervention in the marketplace? What is the Ministry of International Trade and Industry (MITI) doing to promote the development of high technology? How has the organization of the private sector contributed to MITI's capacity to intervene effectively? What elements in Japan's political system help insulate industrial policymaking from the demands of interest-group politics?

America S Trade Policy Towards Japan written by John Kunkel and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2003-08-29 with Political Science categories.

In a few years, the United States has gone from worrying about Japan's economic might to worrying about its meltdown. The rise and fall of America's 'results-oriented' trade policy towards Japan captures this turnaround. John Kunkel traces this Japan policy to a crisis in the institutions, laws and norms of the US trade policy regime in the first half of the 1980s. This arose from the erosion of America's post-war international economic dominance (especially vis-à-vis Japan) and the unintended consequences of Reaganomics. The crisis in turn led to the progressive ascendancy of a coalition of 'hardliners' over 'free traders' after 1985. Kunkel combines research in economics, politics and history - including interviews with key policy-makers - to illuminate this important case study of American trade policy. His book offers theoretical insights and practical lessons on the forces shaping US trade policy at the start of the twenty-first century.

Trade And Protectionism written by Takatoshi Ito and has been published by University of Chicago Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2007-12-01 with Business & Economics categories.

During the first three decades following the Second World War, an increasingly open international trading system led to unprecedented economic growth throughout the world. But in recent years, that openness has been threatened by increased protectionism, regional trading arrangements—Europe 1992 and the U.S.-Canada Free Trade Agreement—and setbacks in negotiations on the General Agreement on Tariffs and Trade. In Trade and Protectionism, American and East Asian scholars consider the dangers of this trend for the world economy and especially for East Asian countries. The authors look at the current global trading system and at the potential threats to East Asian economies from possible regional arrangements, such as separate trading blocks in the Western Hemisphere and Europe. They cover trade between the United States and Japan, Korea and Japan, and Japanese-East Asian trade policies; trade in agriculture and semiconductors and the frictions that have jeopardized this trade; and direct foreign investment. The contributors round out the work with discussions of the political economy of protection in Korea and Taiwan and political economy considerations as they affect trade policy in general. This is the second volume of the National Bureau of Economic Research-East Asia Seminar on Economics. The first volume, The Political Economy of Tax Reform, also edited by Takatoshi Ito and Anne O. Krueger, addresses tax reform in the global economy.

The time is ripe for a bold new initiative to recast the U.S.-Japan economic relationship for the 21st century. A new Japan is emerging. Foreign investment is on the rise. Tokyo is deregulating and restructuring its economy. A new generation of entrepreneurs and venture capitalists has emerged. But a more vibrant, sustainable Japanese economy is threatened by the crushing weight of Japans mounting public debt, the burden of its aging and shrinking population and the cumulative toll of years of economic stagnation. New governments in Washington and Tokyo have a unique opportunity to reinvigorate the U.S.-Japan relationship and to accelerate the pace and redirect the nature of change in the Japanese economy by creating a U.S.-Japan " open marketplace" --free of tariffs, with minimal regulatory impediments and an increasing freedom to do business--by the year 2010. This effort would include harmonization and mutual recognition of domestic regulations, meaningful enforcement of competition policy, deeper restructuring of the Japanese economy, and a dramatic increase in Japanese imports and greater acceptance of foreign investment. In this effort, the United States must assert its economic self-interest through new structural and sectoral trade initiatives and stepped up multilateral market-opening pressure through cases brought to the World Trade Organization. A New Beginning: Recasting the U.S.-Japan Economic Relationship, by Bruce Stokes, is a road map for U.S.-Japan economic relations in the 21st century.

After seven long years of economic malaise, it is clear that something has gone awry in Japan. Unless Japan undertakes sweeping reform, official forecasts now warn, growth will steadily dwindle. How could the world's most acclaimed economic miracle have stumbled so badly? As this important book explains, the root of the problem is that Japan is still mired in the structures, policies, and mental habits of the 1950s-1960s. Four decades ago while in the "catch-up" phase of its economic evolution, policies that gave rise to "Japan, Inc". made a lot of sense. By the 1970s and 1980s, when Japan had become a more mature economy, "catch-up economics" had become passe, even counterproductive. Even worse, in response to the oil shocks, Japan increasingly used its industrial policy tools. not to promote "winners", but to shield "losers" from competition at home and abroad. Japan's well-known aversion to imports is part and parcel of this politically understandable, but economically self-defeating, pattern. The end result is a deformed "dual economy" unique in the industrial world. Now this "dualism" is sapping the strength of the entire economy. The protection of the weak is driving Japan's most inefficient companies to invest offshore instead of at home. Without sweeping reform, real recovery will prove elusive. The challenging thesis articulated in this book is receiving widespread media attention in the United States and Japan and is sure to provoke continuing debate and controversy.
