The Political Philosophy of the European City is a courageous and wide-ranging panorama of the political life and thought of the European city. Its novel hypothesis is that modern Western political thought, since the time of Hobbes and Locke, underestimated the political significance and value of the community of urban citizens, called ‘civitas’, united by local customs, or even a formal or informal urban constitution at a certain location, which had a recognizable countenance, with natural and man-made, architectural marks, called ‘urbs’. Recalling the golden age of the European city in ancient Greece and Rome, and offering a detailed description of its turbulent life in the Renaissance Italian city-states, it makes a case for the city not only as a hotbed of modern democracy, but also as a remedy for some of the distortions of political life in the alienated contemporary, centralized, Weberian bureaucratic state. Overcoming the north-south divide, or the core and periphery partition, the book’s material is particularly rich in Central European case studies. All in all, it is an enjoyable read which offers sound arguments to revisit the offer of the small and middle-sized European town, in search of a more sustainable future for Europe.

What is the best way to govern ourselves? The history of the West has been shaped by the struggle to answer this question, according to Pierre Manent. A major achievement by one of Europe's most influential political philosophers, Metamorphoses of the City is a sweeping interpretation of Europe's ambition since ancient times to generate ever better forms of collective self-government, and a reflection on what it means to be modern. Manent's genealogy of the nation-state begins with the Greek city-state, the polis. With its creation, humans ceased to organize themselves solely by family and kinship systems and instead began to live politically. Eventually, as the polis exhausted its possibilities in warfare and civil strife, cities evolved into empires, epitomized by Rome, and empires in turn gave way to the universal Catholic Church and finally the nation-state. Through readings of Aristotle, Augustine, Montaigne, and others, Manent charts an intellectual history of these political forms, allowing us to see that the dynamic of competition among them is a central force in the evolution of Western civilization. Scarred by the legacy of world wars, submerged in an increasingly technical transnational bureaucracy, indecisive in the face of proliferating crises of representative democracy, the European nation-state, Manent says, is nearing the end of its line. What new metamorphosis of the city will supplant it remains to be seen.

The volume describes a virtual tour of the cities in which Franz Brentano and his pupils worked and lived, with a reconstruction of the intellectual climate of their time. After the Introduction, the intellectual life of Wurzburg, Munich, Vienna, Prag, Lvov, Warsaw, Cambridge, Florence and Milan is presented and analyzed. The papers collected in this volume propose several answers to the following question: to what do we refer when we speak of Central European philosophy?. Interpretations of Central European philosophy have developed in at least two broad directions. An interpretation fashionable during the 1970s lumps specific philosophical achievements, especially those of Mach and Wittgenstein, characterized by research into and development of new languages, of new philosophical, scientific and artistic grammars. In this situation, literature was seen as the exploration of meanings moving towards frontiers in which reality and possibility, science and metaphor, meet and merge. On the other hands, the theme of a Central European philosophy, connected with but independent of literature, has recently been given more thorough development. The two outstanding figures to have emerged from this inquiry are those of Bernard Bolzano and Franz Brentano. With reference to Brentano in particular, it is almost as if the collapse of the Empire also erased awareness of the common origin of many diverse components of Central European philosophical and scientific thought. The Polish logical school, logical neopositivism, phenomenology, the Prague school of linguistics, analytic philosophy, Gestalt psychology, the Vienna economics school - as well as a number of individual thinkers - are all movements and groups connected in some manner with Brentano's work and teaching. Although in some respects these are movements still at the centre of interest, the overall effect, the pattern of their common and unifying aspects have been neglected if they have not entirely disappeared. It seems that the unity of this philosophical tradition was lost with the end of the geographical and political unity of the Danubian empire and with the events that accompanied its downfall. After 1918 the centres of that tradition - Vienna, Prague, Lvov, Graz - belonged to different states, and its rich network of exchanges, contacts and relationships was dismantled forever. However, there still remained something of its philosophical style in each individual school; traits which enable us to speak, as the Authors have done in this volume, of Central European philosophy."

Guild and State examines the values of social solidarity and fraternity that emerged from medieval guilds and city-communes, and the effect of traditional corporate organization of labor on socioeconomic attitudes and theories of the state. What ordinary guildsmen and townsmen thought about these issues can be gleaned from chronicles, charters, and reported slogans. But in tracing attitudes toward the guilds of early Germanic times to today's equivalent-trade unions-a distinction must be made between popular "ethos" and learned "philosophy." In Europe, from the twelfth to the seventeenth centuries, the corporate organization of labor and of town-market communities developed side-by-side with the ideals of personal liberty, market freedom, and legal equality. Self-governing labor organizations and civil freedom developed together as coherent practices. The values of mutual aid and craft honor on the one hand, and of personal freedom and legal equality on the other, formed the moral infrastructure of our civilization. Alternate ideals balanced, harmonized, and even cross-fertilized one another-as in the principle of freedom of association. Contrary to preconceptions, however, corporate values were seldom expressed philosophically in the Middle Ages. Political theory and the world of learning from the start emphasized liberal values. It was only after the Reformation that guild and communal values found expression in political theory. Even then only a few philosophers acknowledged that solidarity and exchange-the poles around which the values of guild and civil society, respectively, rotate-are not opposites but complementary, and attempted to weave these together into a texture as tough and complex as that of urban society itself. By showing that the ideals of social solidarity and workers' rights have often been intertwined with liberty and equality rather than in opposition to them, this book provides an unexpected explanation and rationale for the "Third Way." The Enlightenment and industrialization led to an apotheosis of liberal values. Guilds disappeared and were only in part replaced by labor unions; the values of market exchange have since been in the ascendant-though Hegel, Durkheim, and more recently, advocates of liberal corporatism maintain the possibility of a symbiosis between corporate and liberal values. In Guild and State there emerges an alternative history of political thought, which will be fascinating to the general as well as the specialist reader.

The question of who actually ran cities in the eighteenth, nineteenth, and twentieth centuries has been increasingly debated in recent years.
