Since 1998, U.S. House incumbents have won a staggering 98 percent of their reelection races. Electoral competition has also declined in some state and primary elections. The Marketplace for Democracy combines the resources of two eminent research organizations—Brookings and the Cato Institute—to address several important questions about our democratic system. How pervasive is the lack of competition in arenas only previously speculated on, such as state legislative contests and congressional primaries? What have previous reform efforts, such as direct primaries and term limits, had on electoral competition? What are the effects of redistricting and campaign finance regulation? What role do third parties play? In sum, what does all this tell us about what might be done to increase electoral competition? The authors, including a number of today's most important scholars in American politics, consider the historical development, legal background, and political aspects of a system that is supposed to be responsive and accountable yet for many is becoming stagnant, self-perpetuating, and tone-deaf. To find out, research teams fanned out across the country prior to Indonesia’s 2014 legislative election to record campaign events, interview candidates and canvassers, and observe their interactions with voters. They found that at the grassroots political parties are less important than personal campaign teams and vote brokers who reach out to voters through a wide range of networks associated with religion, ethnicity, kinship, micro enterprises, sports clubs and voluntary groups of all sorts. Above all, candidates distribute patronage—cash, goods and other material benefits—to individual voters and to communities. Why do poor people often vote against their material interests? This puzzle has been famously studied within wealthy Western democracies, yet the fact that the poor voter paradox also routinely manifests within poor countries has remained unexplored. This book studies how this paradox emerged in India, the world's largest democracy. Tariq Thachil shows how arguments from studies of wealthy democracies (such as moral values voting) and the global south (such as patronage or ethnic appeals) cannot explain why poor voters in poor countries support parties that represent elite policy interests. He instead draws on extensive survey data and fieldwork to document a novel strategy through which elite parties can recruit the poor, while retaining the rich. He shows how these parties can win over disadvantaged voters by privately providing them with basic social services via grassroots affiliates. Such outsourcing permits the party itself to continue to represent the policy interests of their privileged base.
