This book brings together Algerian-based scholars and Algerians in the diaspora to address the many, salient issues facing Algeria, the largest country in Africa and the Middle East. Until February 22, 2019, Algeria looked like the beacon of stability in the region, for the authoritarian regime eluded the so-called Arab Spring, which resulted in chaos in a number of countries in the Middle East and North Africa. The authors of the chapters in this book are a mix of sociologists, economists, political scientists, linguists, and international relations specialists who have used the theoretical and methodological instruments in their respective fields to decipher the complexities that characterise the Algerian political system. In the domestic part, some of the chapters deal with issues seldom tackled in Maghreb studies, namely, the language and identities issues, which are at the forefront of the protest movement since February 2019. Other chapters analyse the role of the elites, the emergence of the new entrepreneurs, the future of energy, gender, media, and human rights, the predicament of the rentier state, and the resource curse. The international relations part examines Algeria’s roles in the Mediterranean and in the Sahel, the strategic partnership with China, the complicated relations with France, and the relations with Iran and the Gulf Cooperation Council (GCC). In 1962 when Algeria finally obtained its independence from France after an eight-year guerilla war, it immediately embarked upon a second revolution aimed at destroying the colonial economic and social order. While the nationalist leaders struggled for power in the first hours of independence, peasants seized French farms and workers the factories, thus setting Algeria on the road toward a new socialist order. This book is a study of the Algerian socialist revolution, of those who made it and those who gained by it. The primary focus is on political behavior, on those aspects of the struggle among Algerian leader which vitally affected the character of the new order. The authors find that even though Algeria acquired all the trappings of a socialist state and economy, politics remained almost exclusively a question of personal relations, alliances, and rivalries among a small group of leaders--what the authors call, borrowing a concept from the fourteenth-century Arab historian Ibn Khaldun, the politics of assabiya. Algeria's first President, Ahmed Ben Bella, tried to integrate the new and old political groups into a modern political system, but he failed. His overthrow by the army opened a second phase in the process of building stable political institutions and of overcoming the tradition of "palace conspiracies and rebellions of feudal lords." The authors trace in details this cyclical process during the first six years of Alergian independence. The work benefits from a wealth of first-hand information gathered during the authors' three-year stay in the country. The resulting picture is that of a new nation embarked upon a socialist "revolution" which owes little to Soviet or Chinese influences or, in some respects, even to the intentions of its leaders. The overthrow of the regime of President Ben Ali in Tunisia on 14 January 2011 took the world by surprise. When mass protests erupted in Algeria in 2019, on a scale unseen anywhere in the region since the Arab Spring, the outside world was taken by surprise. Algeria had been largely unaffected by the turmoil that engulfed its neighbors in 2011, and it was widely assumed that the population was too traumatized and cowed by the country's bloody civil war to take to the streets demanding change. Michael J.
