The term “community organizer” was deployed repeatedly against Barack Obama during the 2008 presidential campaign as a way to paint him as an inexperienced politician unfit for the presidency. The implication was that the job of a community organizer wasn’t a serious one, and that it certainly wasn’t on the list of credentials needed for a presidential résumé. In reality, community organizers have played key roles in the political lives of American cities for decades, perhaps never more so than during the 1970s in Chicago, where African Americans laid the groundwork for further empowerment as they organized against segregation, discrimination, and lack of equal access to schools, housing, and jobs. In Crucibles of Black Empowerment, Jeffrey Helgeson recounts the rise of African American political power and activism from the 1930s onward, revealing how it was achieved through community building. His book tells stories of the housewives who organized their neighbors, building tradesmen who used connections with federal officials to create opportunities in a deeply discriminatory employment sector, and the social workers, personnel managers, and journalists who carved out positions in the white-collar workforce. Looking closely at black liberal politics at the neighborhood level in Chicago, Helgeson explains how black Chicagoans built the networks that eventually would overthrow the city’s seemingly invincible political machine.

Amid the longest-running economic boom in American history and despite the emergence of a significant black middle class, the lot of low-income black people in general-and black women in particular-seems more troubling than ever. Their plight, Sheila Radford-Hill argues in this book, is directly related to the diminution of black women's traditional power as culture bearers and community builders. A cogent critique of feminist theory and practice, Further to Fly identifies the failure of feminism to connect with the social realities it should seek to explain, in particular the decline of black women's empowerment. Further to Fly searches out the causes and effects of this decline, describing the ways in which, since the 1960s, black women have been stripped of their traditional status as agents of change in the community-and how, as a result, the black community has faltered. Radford-Hill explores the shortcomings of second-wave black and white feminism, revealing how their theoretical underpinnings have had unintended (and often unacknowledged) negative consequences for black women's lives and their communities.While acknowledging that African American women have made significant contributions to the black struggle for justice in America, Radford-Hill argues that more needs to be done. Why have Blacks won political empowerment in some cities and in others remained subordinated or had their achievements rolled back? Why do some cities have many Black leaders with multi-racial appeal while other cities have none? Subordination or Empowerment answers these questions through detailed historical examinations of the Black struggle for political power in Chicago, Gary, Philadelphia, and Atlanta. Keiser argues that electoral competition among White factions has created opportunities for Black leaders to win genuine political empowerment and avoid subordination. When electoral competition among Whites does not exist, Black votes lose their electoral leverage, leading to the rise of extra-electoral strategies. Keiser's dynamic theory of leadership formation explains the current appeal of Black separatism and messianism at the local and national levels and the consequent rise of leaders such as Louis Farakhan, and offers a rejoinder to Cornel West's critique of Black leadership in Race Matters.

On today's menu of remedies for our social and economic ills, empowerment has become immensely popular. The scholarly literature abounds with it: computerized searches yield thousands of citations in myriad disciplines. The education profession seems intoxicated by it; it infuses the entire political spectrum—from Marxists to feminists, from Black Power advocates to conservatives. As Weissberg points out, all assume, typically with more hope than proof, that if only people seized control of their lives, betterment would surely ensue. Allegedly, empowerment will cure everything from personal disorders to declining city centers. Weissberg conducts an FDA-like inquiry across numerous academic disciplines to assess the worthiness of this cure. He balances a close reading of the underlying theoretical foundations with empirically demonstrated effectiveness. Entire chapters are devoted to empowerment as a cure for personal problems ranging from health to homelessness, education, community development, and the problems afflicting African Americans. Despite all the promises, however, evidence of accomplishment is not forthcoming. Indeed, as Weissberg demonstrates, much of the evidence is twisted to disguise failure. Worse, much of this helpfulness is merely admonitions for greater dependency and misdirection away from cures of proven utility. Given that almost all this advice emanates from academics, the discrepancy between promise and result raises some troubling issues about today's academy. Clearly, professors do not suffer from ill-conceived remediation though their careers may flourish from publications about uplifting. Bound to be controversial, ^IThe Politics of Empowerment^R is a tonic for social scientists, policy makers, and citizens concerned with America's myriad sociopolitical problems.
