The Politics of Education Reforms, which is the ninth volume in the 12-volume book series Globalisation, Comparative Education and Policy Research, presents scholarly research on major discourses concerning the politics of education reforms globally. It provides an easily accessible, practical yet scholarly source of information about recent developments in globalisation, comparative edu- tion and education reforms. Above all, the book offers the latest findings to the critical issues concerning major discourses surrounding education reforms in the global culture. It is a sourcebook of ideas for researchers, practitioners and policy makers in education, and schooling around the world. It offers a timely overview of current policy issues affecting research in comparative education of education reforms. From Class to Identity offers an analysis of education policy-making in the processes of social transformation and post-conflict development in the Western Balkans. Based on a number of examples (case studies) of education reform in the former Yugoslavia from the decade before its violent breakup to contemporary efforts in post-conflict reconstruction it tells the story of the political processes and motivations underlying specific education reforms. The book moves away from technical-rational or prescriptive approaches that dominate the literature on education policy-making during social transformation, and offers an example on how to include the social, political and cultural context in the understanding of policy reforms. It connects education policy at a particular time in a particular place with broader questions such as: What is the role of education in society? What kind of education is needed for a 'good' society? Who are the 'targets' of education policies (individuals/citizens, ethnic/religious/linguistic groups, societies)? Bacevic shows how different answers to these questions influence the contents and outcomes of policies.

Despite the Odds poses an important question: How can we account for successful policy reform initiatives when the political cards are stacked against change? Theories of politics usually predict that reform initiatives will be unsuccessful when powerful groups are opposed to change and institutions are biased against it. This book, however, shows how the strategic choices of reform proponents alter the destinies of policy reforms by reshaping power equations and undermining institutional biases that impede change. In many countries, the political path to reform can be daunting. Antireform interests are powerful and support for change is, at best, lukewarm. Centrally important institutions strongly defend the policy status quo. Despite these political odds, reformers have seized the initiative in promoting reform, weakening and marginalizing opposition groups, and marshaling political patrons and networks to advance their initiatives. Despite the Odds opens the "black box" of decision making in five initiatives designed to enhance the quality of education services in Latin America. The book addresses the strategies used by reformers to manage the political process of change and those adopted by opposition groups and institutions resisting their efforts. Individual chapters consider how leaders set national policy agendas for education, how policy design teams created the content of reform initiatives, how they dealt with the messy and public confrontations that greeted reform proposals when they were announced, and the carryover of political conflict when they were implemented.

This book comprises six main chapters and addresses the core research question: How can the endurance of academic bias in Ghana’s secondary education system be explained in the context of educational reform versus change of government concurrence? Six sub-questions have subsequently been derived from the core research question, enabling a comprehensive and rigorous treatment of the subject matter of investigation. The manuscript adopts an historical institutionalism approach, combining path dependency with partisan theory in explicating structural persistence in the secondary school system in Ghana. A case study methodological design procedure has been employed in the investigation of three episodes of educational reform, anchored on qualitative content analysis as the main data reduction mechanism.
