The Politics of Problem-solving in Postwar Democracies focuses explicitly on the way in which and the extent to which public policy formation in multi-party systems can be both effective and legitimate; effective in finding solutions for societal problems which are beyond the citizens capacity; and legitimate in formulating policies that are acceptable to most involved. Cross-national variations in the way political institutions work and can be conducive to political consensus and cooperative behaviour are - so it is argued and evidenced throughout the book - the key factors for successful policy-making and related problem-solving.

This new book introduces innovative research on democracy from the leading Comparative Manifestos Project (CMP). It details the key achievements of the project to date, illustrates how its findings may be applied, lays out the future challenges it faces and examines how the field as a whole can advance. It also presents a special assessment of the dimensionality of party competition, presenting ways in which research can be extended and related to broader approaches in Political Science and Theory. Although CMP research is widely used and constitutes the major comparative data set on party positions and ideological location, it is also subject to challenge. The volume therefore provides the reader with a clear sense of the key debates and questions surrounding its work. This volume also honours the life-time achievement of Professor Ian Budge, who has provided distinguished intellectual leadership for the CMP over the last twenty-five years. This is an essential point of reference for all comparative research on the functioning of democracies. This book will be of great interest to all students and scholars of politics and of democracy in particular.

The discipline of public administration and public policy is experiencing a renaissance of research in which explicit attention is paid to political insti tutions. This renewed interest in institutions is not simply an extension of the 'classical' paradigm in the study of public administration, which peaked in the 1920s and 1930s, but offers a new orientation on political institutions. While 'classical' institutionalism is known for its focus on the formal stroctures of the executive branch of government, the 'new' institutionalism concentrates on the interaction between political institutions and the behavior of policy makers. This interaction, which until recently was largely neglected in public administration and public policy, forms the basic theme of this volume. To advance the study of political institutions, two rather basic problems need to be addressed: What are institutions and what are adequate ways to analyze them? We briefty discuss both questions, which determine the strocture of this book.
